As part of the release request and recent communications with staff with <br /> City of Colorado Springs (City), Colorado Division of Reclamation, Mining, and Safety (DRMS), United <br /> States Forest Service (USFS), and construction and revegetation contractors, Castle is requesting the <br /> following Technical Revisions (TR): <br /> As all parties approach the final phases of reclamation, Castle respectfully requests DRMS approval of the <br /> following two minor deviations from the reclamation plan: <br /> • Infrastructure to remain to satisfy the City's request, and <br /> • Removal of shrub survival requirement from the permit. <br /> Following release of the Pikeview Quarry from DRMS, it is intended that the City will receive the property as <br /> a donation and further promote the post-mining land use of wildlife habitat and recreation. The City currently <br /> owns the eastern portion of the property. To support the post-mining land use, the City has initiated <br /> recreation construction on their portion of the property and has also requested that some of the <br /> infrastructure remain intact to facilitate their future uses of the property. The City has stated that they would <br /> like to accept these items as assets, rather than having them removed as contemplated by the current <br /> permit. A summary of the proposed infrastructure to remain, along with rationale for keeping it, is provided <br /> below. A letter from the City requesting the preservation of these items has been included in this TR as <br /> Attachment A. The attached Figure F-2 provides the locations of these facilities. <br /> • Leica building and prisms—The Leica system and associated prisms have been used at the <br /> Pikeview Quarry for site safety and stability monitoring. As recreation is a post-mining land use, <br /> safety of the public and potential users is still paramount. While geotechnical stability has been <br /> observed and achieved at the site, retaining this system will allow the City to continue monitoring <br /> throughout recreation construction. <br /> • Scalehouse—Throughout the duration of the reclamation phases, the City allowed Castle to utilize <br /> the scalehouse for their office operations. The original reclamation plan contemplated that both the <br /> scalehouse and scale would be demolished or removed, but the City has requested that the <br /> scalehouse remain so that the City can use it for the continued preservation and enhancement of <br /> the site. The scale will be removed as originally planned. <br /> • City parking lot and trails—To facilitate future recreation on the property, the City has commenced <br /> construction of a parking lot/trailhead and construction of multi-use trails within their property <br /> boundary. It is requested that this trailhead and trails be integrated into the final reclamation plan as <br /> permanent structures. <br /> • Driveway—The road (Pikeview Quarry Road) connecting Allegheny Drive to the site will be <br /> retained as part of the future open space and recreation access being created by the City. <br />
