U.S.DEPARTMENT CO 1111 MEMO! <br /> suSAD-1./M0 MANAD1 17 <br /> Royal Gorge Field Office <br /> Standard Stipulations <br /> Rocky Mountain Excavating, LLC — Iron Mountain Quarry <br /> Mineral Materials Contract COC106377246 <br /> From 1994 NEPA EA <br /> 1. The final pit walls will be re-contoured to a slope of 3:1 (H:V) or lower, with the possible exception of <br /> the south wall, where resistant bedrock may force a highwall. This south wall will be benched or <br /> backfilled with material so that a slope at least as low as 2:1 (H:V) can be achieved. <br /> 2. A ditch and/or berm will be maintained along the south and east side of the haul road to divert surface <br /> drainage from the Glen Vista Gravel Pit which lies to the south of this proposed site. <br /> 3. Stockpiled topsoil will be spread over the pit area to a depth of six inches. Some soil may have to be <br /> reconstructed from available materials on or near the site, as described in the Reclamation Plan <br /> suggested by the Soil Conservation Service, included in the Mining Plan. <br /> 4. Using an excavator, or similar equipment, the haul road will be re-contoured as close as possible to the <br /> original land slope, but leaving the surface somewhat rough and porous. <br /> 5. The pit and haul road areas will be prepared, fertilized, mulched and reseeded as outlined in the SCS <br /> Reclamation Plan, which was submitted as part of the Mining Plan. <br /> 6. Upon final reclamation, if storm water infiltration within the pit is not rapid enough to prevent the <br /> formation of permanent mud areas, positive drainage must be provided to the north into the natural <br /> water course. Conditions must be present for vegetation to reestablish everywhere within the pit area. <br /> From 2013 CX <br /> 7. Given the slope and length of the road, it is recommended that at least one cross drain(culvert, rolling <br /> dip, etc.) be installed on the road to drain water from the west side of the road to the east and away from <br /> the road prism. Not installing the drain would not result in excess resource damage; however it would <br /> lead to extra maintenance in the long term. <br /> 8. If the road expansion project involves oil or fuel usage, transfer or storage, an adequate spill kit and <br /> shovels are required to be onsite during project implementation. The project proponent will be <br /> responsible for adhering to all applicable local, State and Federal regulations in the event of a spill, <br /> which includes following the proper notification procedures in BLM's Spill Contingency Plan. <br /> General <br /> 9. Compliance with CO Division of Reclamation, Mining and Safety Permit#M1994-092 and associated <br /> requirements. <br /> 10. Compliance with 43 CFR 3600. <br /> 11. All reclamation obligations will be carried over from the old contract, COC-080442/105848443, to <br /> COC-106377246. <br />
