Natural Soda LLC 2023 Project Status Report & Annual Plan of Development <br /> 11 January 2024 <br /> <br />Colorado Department of Public Health & Environment (CDPHE) <br />• CDPHE inspection personnel conducted a full compliance inspection of NS <br />operations on February 7, 2023. No visible emissions were observed during <br />inspection, no off property transport of visible emissions were observed, and no <br />odors were noted. Construction Permits were reviewed with no noted concerns. <br />Current Air Permit Emission Notices (APENs) were reviewed and found to be in <br />compliance. The CDPHE inspection found NS to be in compliance. <br />• On February 22, 2023, NS submitted the COG-500000 Annual Stormwater <br />Report to the CDPHE. <br />• NS submitted annual water sampling data for water supply wells (WSWs) to the <br />CDPHE in the 4th quarter 2023. The WSW-2 tested positive for coliform. This <br />issue was corrected by NS with the addition of 55 gallons of sodium <br />hypochlorite and 4,400 gallons of 1% sodium hypochlorite to WSW-2 over the <br />course of a day, the well was allowed to sit overnight. The following day the <br />well pump was started, the treated water was pumped into the NS water truck, <br />and periodically tested until uS, pH, ORP, free chlorine and total sulfide returned <br />to normal ranges. NS continued flushing the well for an additional day and <br />submitted another sample to CDPHE which tested negative for coliform and e <br />coli. Treatment was completed on December 5th, and the treated fluid was <br />disposed of properly into the NS waste pond. <br />• NS submitted a Facility-Wide Greenhouse Gas Emissions (GHG) APEN (AIRS <br />ID # 103/0028/002) and fee on December 20, 2023. <br /> <br />Rio Blanco County (RBC) <br />• RBC did not require amendments to the existing Special Use Permit (SUP) <br />12-04 for the 2023 P&A operations. <br />• A RBC building permit for the 2023 Train 2 Cyclone Installation Project was <br />acquired by NS in September 2022. <br />• In June, NS submitted and was approved for a SUP permitting the construction <br />of the 18H-1V well pad, pipeline, and access road. <br />
