RECEIVED <br /> SEP 0 2 2025 <br /> Colorado Division of Reclamation, <br /> Mining and Saftey EXHIBIT D MINING PLAN <br /> 1 . General Mining Plan <br /> The site will continue mining using the same methods as previously permitted across 182.4 <br /> affected acres of the full 182.4 permitted acres. Based on NRCS reports and existing conditions, <br /> 6"-8" of topsoil will be stripped and stockpiled or directly spread and used in concurrent to <br /> mining reclamation. The average silt overburden depth is estimated at 36" but is highly variable <br /> throughout the site. Overburden will be stripped and immediately placed in the previously mined <br /> areas as backfill. Below the overburden is approximately 10-20 feet of gravel sitting on top of <br /> shale—the target resource for the Yampa Valley Gravel Pit. Gravel mining and soil stripping will <br /> be accomplished through front-end loaders, dozers, and potentially scrapers. If necessary, haul <br /> trucks may be used to move materials. The gravel resource will be loaded into a portable plant <br /> that will be brought onto site to create final product stockpiles for sale. The plant and stockpiles <br /> will be as close as possible to the mining face. Construction materials will be the primary <br /> commodity produced at this site. No incidental materials are expected. No explosives will be <br /> used on this site. <br /> 2. Mining Timetable <br /> Mining operations are split into 4 phases that will be mine 10-20' thick gravels in a sequential <br /> manner. Phases 1 and 3 are larger areas and are split by the internal access road. These <br /> phases will be mined south of and behind a 150-foot visual buffer that will be left until the end of <br /> Phase 1 or Phase 3 as shown on Map C-2. This will allow for the site to be primarily reclaimed <br /> before being visible from the highway north of the site and the Yampa river. Total mining <br /> disturbance will be limited to 5 acres of mining and 5 acres of active reclamation to limit the <br /> reclamation liability. Additional acreage may be in passive revegetation establishment phases of <br /> reclamation. <br /> Annual mining production is estimated to be 100,000 tons per year with an estimated shipping <br /> tonnage of 70,000 tons. Tons within the mining phases have been estimated based on test <br /> holes. The gravel thickness is highly variable. These estimates may vary with market <br /> conditions.
