(overburden suitability discussion in Section 2.04.6).
X. Backfilling and Grading
Details of the backfilling and grading plan, the schedule, and post mine topography are
presented in Section 2.05.4(2)(c). The approved plan provides for reestablishment of a
stable post-mining drainage system.
All areas affected on the Seneca II Mine that were transferred to the PSC, except those
specifically exempted by the Division, were returned to approximate original contour.
This includes the drainage channels which were returned to approximate original
locations to help maintain appropriate downstream water rights. The spoil was cast by
dragline into the adjacent open pit and compacted by the reclamation equipment. All
spoils were graded, highwalls reduced and spoil piles and depressions eliminated
except those depressions that existed prior to mining. Cut and fill terraces were not
proposed at the Seneca II Mine.
XL Revegetation
Information regarding revegetation practices and success criteria can be found in
Section 2.05.4(2) and Exhibit 2.04.10-E1. Baseline data was collected in 2008.
Baseline sampling was performed in accordance with the Regulations and was
discussed with the Division prior to data collection. The data are supplemented by
data from Seneca II Mine and Peabody Sage Creek Mine permit applications,
collected since 1987.
Seedbed preparation will include discing and/or contour ripping. Ripping will provide
a rough surface for holding the seed, promoting moisture retention and root penetration,
and for minimizing runoff until vegetation becomes established. Mulching, fertilizing,
or irrigation are not proposed. Disturbed areas will be seeded using drill, broadcast,
and/or hydromulch methods, depending on slope gradient. Exhibit 2.04.13-E1 of the
permit application package lists seed mixes used through the reclamation of the
transferred land. Map 2.04.13-M1 of the permit application package delineates and
identifies seeding blocks along with locations of inter-seeding areas and concentrated
shrub establishment areas.
XII. Post-mining Land Use
The Division is proposing to approve a post-mining land use of rangeland and
wildlife habitat. The land use meets the criteria of Rule 4.16.3.
