V. Sealing of Drilled Holes and Underground Openings <br /> All drill holes or boreholes, wells, portals or other underground openings will be <br /> sealed to prevent acid or toxic drainage from entering the groundwater, minimize <br /> disturbance to the prevailing hydrologic balance, and ensure safety. Details of the <br /> sealing plan are presented in Section 2.05.4(g). No variances from regular <br /> requirements apply and no specific findings apply. <br /> VI. Use of Explosives <br /> Explosives may be used occasionally, as described in Section 2.05. A certified blaster <br /> will be in charge of all blasting operations to ensure compliance with state and federal <br /> laws. <br /> VII. Disposal of Excess Spoil <br /> Mining in the Wolf Creek Area at the Seneca II Mine resulted in the generation of <br /> excess spoil material. The Wolf Creek area is part of the lands transferred to the PSC. <br /> In 1986,the Division approved placement of excess spoil in an ephemeral drainage <br /> adjacent to the initial box cut. Construction of the underdrain and placement of fill was <br /> completed in August 1987. Final reclamation of the fill has been completed. <br /> VIIL Coal Mine Waste Banks <br /> Underground development waste will be generated from fault crossings, overcast <br /> development, material from roof falls, and possible fixture development of ventilation <br /> shafts. This material will be disposed of underground in mined -out areas. Coal refuse <br /> material (development waste and non - specification coal) and incombustible waste rock <br /> generated at the PSC will be transported to Foidel Creek Mine's approved refuse disposal <br /> area for permanent placement. The coal refuse and waste rock material from PSC has been <br /> considered in the design of the Foidel Creek Mine CRDA and is addressed in technical <br /> revision TR67 to permit C-1982-056 for that mine. <br /> IX. Coal Mine Waste <br /> Details of the expected waste produced by the mining operation are located in Section <br /> 2.05. Solid and liquid wastes generated from coal mining, maintenance, and related <br /> operations will be collected in suitable temporary collection/storage containers for <br /> recycling or disposal. Generally, solid waste will be collected in either steel rolloff <br /> bins or designated yard areas, until there are sufficient volumes to justify pickup for <br /> recycling or disposal. Liquid petroleum waste will be collected and stored in suitable <br /> drums or tanks within designed secondary containment areas,as appropriate, for pickup <br /> and recycling. <br /> Sampling and analysis of geologic materials associated with the Wadge Coal Seam in <br /> the PSC permit area, including the associated strata above and below the coal seam <br /> have little or no potential to generate acid - or toxic-forming refuse materials and have <br /> been shown to have suitable plant growth characteristics at the Seneca II Mine <br /> Page 20 of 27 <br />
