2 <br /> STORMWATER MANAGEMENT PLAN <br /> LAKE COUNTY LANDFILL <br /> LAKE COUNTY, COLORADO <br /> A. Purpose <br /> Sedgwick County, Colorado, Road and Bridge Department (SCRB) submitted an application for <br /> a construction Stormwater Discharge Permit associated with a planned soil borrow area <br /> development in support for general construction fill sourcing for a new commercial real estate <br /> development near the town of Julesburg,Colorado.The soil borrow area is located along a section <br /> of Interstate 76 approximately one mile southwest of the commercial development site. Figure 1 <br /> shows the general location of the proposed soil borrow area. Sedgwick County recently purchased <br /> the subject soil borrow area property and will be both the property owner and operator of the <br /> project,which is scheduled to begin in late April or early May 2023 with all soil removal completed <br /> by the end of the fourth quarter of 2023. This Stormwater Management Plan (SWMP) was <br /> assembled by American Environmental Consultants (AEC) as supporting documentation as <br /> required by the Colorado Department of Public Health and Environment(CDPHE) Water Quality <br /> Control Division in accordance with the signatory requirements of the Permit application. The <br /> purpose of the SWMP is to provide operational guidelines to protect waters of the State from <br /> potentially contaminated site discharges, specifically those associated with site drainage and <br /> stormwater runoff. The SWMP includes provisions for general observation of the performance of <br /> sediment control features that will be constructed and maintained throughout the active period of <br /> soil removal and will remain in place until such time that the revegetation of the site has been <br /> implemented and any required mitigation completed. A copy of the SWMP will remain on file <br /> with SCPW as required for operator training, construction project execution, and regulatory <br /> inspection or reference as needed. <br /> B.
