Specifically, this was a Bond Compliance Inspection conducted by Lucas West <br />of the Division. Jason Carver of Elk Ridge Mining and Reclamation, LLC. was contacted however he did not <br />accompany the inspection. The weather was clear and dry the day of the inspection. Six Photos accompany this <br />report to illustrate the current site conditions. <br /> <br />The purpose of this inspection was to compare the currently held Reclamation Cost Estimate with what is <br />approved in the Permit Application Package as well as the current conditions at the site. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> During this inspection, Ponds 012, 013, 016 and 018 were observed. Pond 012, as seen in Photo One was <br />in good condition, contained no standing water and showed no signs of recent impoundment. The banks appeared <br />stable at the time of the inspection and the discharge structure appeared to be able to function as designed. No <br />evidence of discharge was noted. Pond 013, appeared to contain the normal amount of water, with water actively <br />flowing in through the aeration structure. Pond 013 can be seen in Photo Two. The banks of the pond, as well as <br />the baffle curtains all appeared stable and in good condition. Both Ponds 016 and 018 were dry, with no signs of <br />recent impoundment. The banks of both ponds appeared to be stable at the time of the inspection and in good <br />condition. <br /> <br />Adjacent to Pond 013, the rock lined drop structure was observed. No signs of recent flows were noted, and the <br />structure itself was in excellent condition as seen in Photo Three. <br /> <br />GENERAL MINE PLAN COMPLIANCE: <br /> The Division reviewed the last site-wide Reclamation Cost Estimate along with the Permit Application <br />Package for the New Horizon Mine to inventory tasks associated with disturbances, structures and hydrologic
