Wade Wymore of GCC accompanied the <br />inspection and represented the Operator. Normal activies were takaing place at the mine during the inspection. At <br />the King II area, the stackers were active and trucks were bineg loaded at the time of the inspection. At the King I <br />facility no activity was being conducted at the time of the inspection. The weather was clear and muddy. Ten <br />Photos accompany this report to illustrate the current site conditions. The overall footprint of the site is in <br />excellent condition and free from trash and debris. No maintenance items were noted during this inspection. <br /> <br />The main focus of this inspection was on water conveyance structures at the King I, II and Ute Barn Areas. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> At the King I facility, the lower reaches of the East Clear Water Ditch (CWD) and the entire extent of the <br />West CWD was observed. Muddy conditions prevented access to the upper reaches of the East Clear Water Ditch. <br />The East CWD was found to be in good condition and free from obstruction. Minor amounts of snow are still <br />present in the ditch, however it does not appear to be able to implead flow. No water was flowing at the time of <br />the inspection and no evidence of recent flow was observed. An example of the East CWD can be seen in Photo <br />One. The West CWD, because of it’s aspect and location, remains in the shadows and has significantly more <br />snow than the East ditch. The snow cover does not appear to be causing blockages and the ditch appears to be <br />able to function as designed. An example of the West CWD can be seen in Photo Two. <br /> <br />The internal drainage structures around the Lower Refuse Pile and leading to the two sediment ponds were <br />observed. Reach 10 that flows along the south and west sides of the refuse pile were observed to be in excellent <br />condition, free from blockage and was flowing water from snowmelt at the time of the inspection. An example of <br />this reach can be seen in Photo Three. As the ditch flows down gradient adjacent to the access road, the rock <br />check dams and internal structures appear to be functioning as designed. Recent repairs were conducted near the
