Tri-County Gravel Pit, M77-205 Page 2 of 13
February 27, 2025
Safety under File No. M-77-205. The $257 fee has been accepted with receipt no.
10034480.
SWSP Operations
The Tri-County Gravel Pit is located in the NE'/a Section 29, Township 14 South, Range
92 West of the 6th P.M., and is currently operated pursuant to an underground water
right and an augmentation plan that were decreed on August 29, 2000 in Case No.
99CW216, and DWR well permit no. 87771-F, issued January 12, 2023. The
augmentation plan allows for a maximum surface area of the exposed ground water of
33.4 acres; well permit no. 87771-F identifies the eventual maximum surface area of
exposed ground water as limited to 70.5 acres at the conclusion of all mining and
reclamation activities. Pursuant to Case No. 99CW216, the use of the ground water at
the site in addition to evaporation (90.13 acre-feet) is limited to water lost with the
mined product for up to 105,120 tons of mined material per year (3.09 acre-feet).
During the period of this SWSP, mining at the site will continue under dewatered
conditions with production of material expected to expand to 160,000 tons annually,
with the 54,880 tons of additional material depletions to be covered under this SWSP.
Dewatering of the pits is accomplished by a system of pumps and dewatering
trenches, with the water removed from the pits being routed through sediment
retention ponds before release.
For both Years 1 and 2 of this plan, mining operations will be conducted in the Phase
A, B, and C areas of Pit #1, which together total 36 acres, under dewatered conditions
(Figure 3). In November 2021, Applicant halted mining and began reclaiming a
portion of the Pit #1 area, exposing 18.4 acres of groundwater that is now identified
as Reclaimed Pond. An earthen berm will be constructed to separate the pond from
the Phase A, B, and C areas to be mined during this plan period. The surface area of
