2.05.4 <br />The Freeman Gulch fan site and light use road were constructed with available material <br />during 1999 as part of the Freeman Gulch Exploration Plan, notice of intent number X-98- <br />217-02 issued 9/11/98. To reclaim the site and road, fill placed on the outslopes must be <br />returned to the cut slopes. Since the vent shaft pad is in a rock slide area and potentially <br />unstable slope, the pad will be reclaimed to approximate original contour after the shaft is <br />excavated and lined. The fill will be placed at or above optimum moisture content and <br />compacted to a density of at least 85% of the maximum modified Proctor density. The <br />light use road will be reclaimed when the vent shaft in no longer required. Since topsoil <br />was not salvaged from the light use road or pad the road bed and pad will be ripped, <br />plowed or scarified prior to seeding to provide a suitable seed bed. The vent shaft pad <br />and light use road facilities are presented on Map 35 (Volume 11) which also presents the <br />postmining topography of the pad and light use road. <br />The Hubbard Creek vent shaft and pad were constructed during 2007 and 2008. The <br />area has been reclaimed to approximate original contour. Approximately 1,450 cubic <br />yards of topsoil has been replaced. As part of construction of the Hubbard Creek vent <br />shaft and pad, the Operator relocated approximately 360 feet of Hubbard Creek Road at <br />the request of the Forest Service. This relocated segment of road will not be restored to <br />its original location, it will remain at the location shown on Map 18-1. <br />The Terror Creek vent shaft and pad were constructed during 2010 and 2011. The site <br />was constructed on a pad used to drill monitoring well TC -03-03. The soil nail walls will <br />not be removed, rather, fill placed on the outslopes will be returned to the cut slopes (over <br />top the soil nail walls), and the site will be reclaimed to approximate original contour. <br />See Map 18-2 for site specific reclamation contours and sections. <br />By letter dated June 14, 2013, the USDA -FS provided clarification regarding the <br />reclamation of route 825 otherwise known as the "Plantation Road". The USDA -FS <br />wants any portions of route 825 not needed by the Applicant be decommissioned to a trail <br />suitable for ATV use by ripping one half of the road bed and then seeding. The USDA - <br />FS letter is located in Volume IIIA, Tab 14. The location of the Plantation Road that will <br />be decommissioned to a trail suitable for ATV use is shown on Map 18-3. Work to <br />decommission the road will only be performed within the permit boundary. All other drill <br />roads constructed off of the Plantation Road will be reclaimed. <br />The intersection of Bowie road and the mine entrance will be restored with a 3" overlay <br />per the terms of the CDOT access permit # 315161 (see Volume IIIA, Tab 13 for <br />specifics). <br />New light use roads will be reclaimed. Reclamation of the upgraded and refurbished light <br />use roads may involve narrowing the roads so they are compatible with the postmining <br />land use of rangeland and wildlife habitat since roads are necessaryto manage both land <br />uses and a light use road network was existing on the property prior to mining. <br />TR -106 2.05-65- 02/16 <br />
