MR-208 2.05 - 64 - 12/24 <br />2.05.4 Reclamation Plan <br />(1)The areas disturbed by the mine facilities will be returned to a rangeland and wildlife <br />habitat land use. The loadout will be returned to a cropland and pastureland land <br />use. This will be accomplished by restoring the area to the approximate original <br />contour. Surface areas will be covered with topsoil and seeded with the approved <br />seed mix. <br />(2)(a) Reclamation work will be initiated when the mine reserves are depleted or when the <br />applicant deems the mine to no longer be an economically viable operation. Final <br />reclamation of the site will take two construction seasons. The first phase of <br />reclamation is the removal of buildings and structures from the site. This phase will <br />occur during year one of the reclamation schedule. The second phase of <br />reclamation will be recontouring the area to approximate original contours, placing <br />topsoil on the regraded area and seeding the area with the approved seed mix. This <br />second phase will take approximately six months and will occur during year two of <br />the reclamation schedule. At the time of this writing (12/2024), the Operator is <br />reclaiming gob pile #2 which is interim reclamation and not part of the final <br />reclamation timeline. In addition, the top of the gob pile #2 will remain un-reclaimed <br />indefinitely as it may be used at a future date should the mine resume active mining <br />operations. <br />(2)(b) A detailed estimate of the cost of reclamation of the proposed mine and mine <br />facilities is presented in Section 3.05 Performance Bond Requirements. <br />(2)(c) The mine facilities area, haul road and utility corridor were designed using a <br />proximate balanced cut and fill technique. To reclaim the areas to approximate <br />original contour, the fill placed on the outslopes must be returned to the cut slopes. <br />The Postminig Topography Map No. 18 is presented in Volume II along with the <br />Postmining and Premining Cross Sections Map No. 19. <br />Excavation of the B-Seam portal during 2003 produced an excess material stockpile <br />of approximately 106,000 cubic yards. In order to expand an adjacent material <br />storage area, the Operator used 14,000 cubic yards of this material as cover for the <br />gob piles #2 and #4 (TR-79 & TR-83). The 14,000 cubic yard deficit of fill material <br />for the B-Seam portals at final reclamation means the reclaimed ground surface will <br />be about 1.9 feet lower than the original ground surface over the 4.5 acre disturbed <br />area. <br />Large rocks and rock piles will be randomly placed throughout the reclaimed areas <br />to provide small wildlife habitat.
