CQLQRADQ <br /> Division of Reclamation, <br /> Mining and Safety <br /> Department of Natural Resources <br /> DATE: July 16, 2024 <br /> TO: Interested Contractors <br /> FROM: Julie Annear, Division of Reclamation Mining and Safety <br /> RE: DQ1 PKAA 2025*0030, Black Rose Tank Removal Project <br /> This Request for Documented Quotations (DQ) is issued by the State of Colorado, acting by and <br /> through the Department of Natural Resources, Division of Reclamation, Mining and Safety <br /> (DRMS). Enclosed is a brief description and bid schedule for the Black Rose Tank Removal <br /> Project. <br /> PROJECT LOCATION <br /> The Black Rose mine is located southwest of the Town of Jamestown, Colorado in Boulder <br /> County. The site is situated in an ephemeral drainage, Gillespie Gulch, which is a tributary to <br /> Little James Creek. The mine has been intermittently active since 1879. A mining permit was <br /> issued by the Division in 1979 and the permit was revoked several decades later. The mine was <br /> illegally reopened in 2008 by Merendon Mining creating most of the disturbance currently on <br /> site. The mine is currently inactive. <br /> The site contains a mining related equipment and debris including a camp trailer containing <br /> asbestos. Access to the site is from Gold Lake Ranch located near the town of Ward. Gold Lake <br /> Ranch is located off Gold Lake Road, 3.1 miles from the Peak to Peak Highway (State Highway <br /> 72). <br /> From Gold Lake Ranch, the site is accessed by 3.3 miles of unimproved USFS roads (FR 331). <br /> The final.one half mile of road to the site is currently impassible. This portion of the road was <br /> destroyed by the 2013 flood and contains gullies over 5 feet deep with numerous downed trees <br /> and other obstacles. The grade of the road exceeds 20 percent in some areas. <br /> WORK SUMMARY <br /> This project includes removing mining-related equipment and debris from the site. The proposed <br /> work includes sediment control; re-establishing half-mile (0.5 mile) of access road to the site; <br /> asbestos abatement and removal/disposal of a camp trailer; removal and disposal of six large <br /> steel tanks as well as other debris. A complete list of items to be removed is shown in ITEMS <br /> 5.0 and 6.0 of the Work Description. <br /> All items removed from the site will be disposed of in an authorized waste disposal or scrap <br /> metal facility. Because of the very steep grade of the road, removal work will be performed with <br /> Page I 1 <br />
