III
M-2001-001 Line Camp Pit Amendment#2 (Expansion)
141
h. Use only crushing and screening equipment, including power sources(genset) which is
permitted by CDPHE-APCD and for which relocation notices have been filed. Equipment is
expected to have an average throughput of 250 tons/hour. Washing equipment does not
require federal or state permitting. Processing will be seasonal based on weather; hauling may
be done over a longer period of the year.
i. Ensure a safe, efficient work area by placing base course (gravel)to maintain trafficability and
constructing shallow swales and retention basins to direct and collect storm water(allowing it to
flow into ponds, evaporate or infiltrate).
j. Store and protect stripped soil in stockpiles on the site perimeter(both just outside the SH-145
ROW and Home Ditch, and just inside the boundary with the NFS lands).
k. Shaping, Compacting, and seed with annual rye and/or alfalfa with slender wheatgrass and
sanfoin. (See Exhibits E and J).
I. Control weeds and repair erosion as necessary on soil stockpiles.
m. Strip area of 1-2 acres for extraction (at the north end of the site), storing soil in an extension of
the stockpile along the eastern/western edge of the expanded permit area.
n. Extract pitrun materials to the full depth (estimated 20 feet)of the deposit and haul to plant,
using loaders. When ground water is encountered, use trackhoes to move materials to
stockpiles so that loaders can then move to plant. See the general sequence in Exhibit E.
o. Mine exterior of the permit area to a slope of 2H:1V to 3H:1V(to reduce need to backfill and
meet DRMS requirements for slope above and below OHWM of ponds).
p. Excavate internal working faces to vertical, with benching based on face stability.
q. Provide shallow swale/retention basin in work areas to collect runoff and exposed ground water
from the affected area. Grade to a generally flat, gently sloped area for grazing.
r. Continue to use the existing outfall and pipeline at the southeast corner of the permit area for
water level control and discharge, including limited dewatering. (See Exhibit G.)
4. Identify scheduling and production (6.3.3.(a)): Continue mining as soon as authorized.
a. Mine for approximately 15 years, depending on market demand, to be completed in 2039. (This
assumes an average of about 1.2 acres/year fully mined. Note 1 below)
b. Excavate and process (screen/crush) construction materials for an estimated 120 days per year,
as per county limitations.
c. Haul material to projects nine to ten months per year, depending on demand and weather.
d. STATEMENT OF INTERMITTENT OPERATION: Due to demand, weather and elevation the
operator may not be able to operate at least one hundred eighty days per year, but anticipates
resuming operations (excavation, processing, shipping) within one year of any temporary
cessation of operations, especially due to seasonal weather conditions.
e. Leave some processed construction materials on the permit area at the end of mining, for the
landowner's own use on the property (estimated 0.25 acres), as the landowner is anticipated to
request. This will be approved by landowner when submitting for final reclamation release.
Note 1. Depth of the material being mined is expected to vary, and the area to be stripped and
mined each year may be larger. During this period, approximately 6 acres will be in continuous
use for plant, scale, product stockpiles, and internal roadways.
5. Provide information to DRMS specified by 6.4.4:
a. Primary commodities and intended use. No secondary commodities to be extracted. Soil not
needed (due to creating ponds) may be shipped off-site.
b. Intended use of any expected incidental products. Soil: landscaping and reclamation.
5182-22-001 WASTELINE, INC. Page 22 of 65
