M-2023-043 <br /> Seeley Reservoir Stockpiles <br /> reservoir at that time. In 2011, Colorado Department of Transportation(CDOT) <br /> completed major improvements to the Seeley Reservoir inlet channel at State Highway <br /> 392. These improvements mitigated the erosion conditions within the inlet ditch that <br /> generated the sediment impacting Seeley Reservoir. The purpose of the Project is to <br /> improve irrigation supply to farms served under the Ogilvy Ditch system by removing <br /> deposited sediment in Seeley Reservoir. <br /> The Ogilvy Irrigating and Land Company received a loan and Water Plan Grant for the <br /> Seeley Reservoir Dredging(Project) from the Colorado Water Conservation Board <br /> (CWCB). In May 2018, the CWCB approved the funding request based on the <br /> "Feasibility Study of the Seeley Reservoir Maintenance Dredging"document submitted <br /> with the CWCB Water Plan. <br /> In the Fall of 2023, Ogilvy contracted with Four C Sons, Inc to have the sediment removed per <br /> the CWCB Water Plan Grant. In January 2024, an inspection of the site was conducted by the <br /> Division of Reclamation, Mining and Reclamation (DRMS) and the DRMS required Ogilvy to <br /> obtain a Construction Materials Regular(112) Operation Reclamation Permit for the removal of <br /> the sediment. <br /> The stockpile site is approximately 97.4 acres in Weld County, Colorado. The site is rangeland <br /> and cropped agricultural fields, located in an urbanizing area in rural Weld County. Sediment <br /> from the Seeley Reservoir cleanout in these designated areas will be placed to allow the material <br /> to dry out prior to final disposal either by incorporating at the site or haul to final disposal. Due <br /> to the amount of organic debris and trash in the sediment, the material has not been determined <br /> to have value for construction material. <br /> The Seeley Reservoir is not included as part of this mining permit. The properties included in <br /> this permit are the property receiving the sediment from the cleaning operation and a <br /> Reclamation Plan is prepared to address the reclamation of the property underlying the <br /> stockpiled material. <br />
