M-2023-043 <br /> Seeley Reservoir Stockpiles <br /> Summary <br /> Four C Sons, Inc is preparing this Construction Materials Regular(112) Operation <br /> Reclamation Permit for the reclamation of stockpile areas associated with a small-scale, <br /> short-term dredging project (Project) for maintenance of an irrigation reservoir for by <br /> removing sediment that has accumulated near the inlet. <br /> The purpose of the Project is to improve irrigation supply to farms served under the <br /> Ogilvy Ditch System by removing deposited sediment in Seeley Reservoir. <br /> Ogilvy Irrigating& Land Company is a Colorado mutual ditch company and operates <br /> as a non-profit corporation. It was incorporated in July 1881 and has been in operation <br /> continuously since its inception. The 5-member board has the ability to take on debt, the <br /> power to set annual assessments to be paid by the shareholders, and the power to curtail <br /> ditch headgate deliveries of any shareholder that fails to pay their assessments. There <br /> are currently a total of 33 shareholders owning the 360 shares in the Ogilvy Irrigating & <br /> Land Company. Members of the Ogilvy Augmentation Company(OAC) are also <br /> shareholders in the company, owning 208 shares out of the 360 shares. An operating <br /> agreement with Ogilvy allows OAC to utilize a portion of the storage space in Seeley <br /> Reservoir for augmentation purposes. Average annual diversions of the company are <br /> 14,778 acre-feet (AF). <br /> Ogilvy owns and operates Ogilvy Ditch that delivers water through a 15-mile ditch system to a <br /> 3,600-acre service area from Greeley to farms east of Kersey in Weld County. The Ogilvy Ditch <br /> delivers both direct flow diversions from the Cache la Poudre River and storage releases from <br /> Seeley Reservoir. The reservoir has a senior storage right for irrigation and a junior storage right <br /> for augmentation. The storage space available in the reservoir is critical, particularly during <br /> drought years when direct flow water supplies are insufficient to meet demands. <br /> The physical capacity of the Seeley Reservoir has diminished due to foreign sedimentation <br /> deposited near the reservoir inlet. Ogilvy is performing maintenance operations to remove <br /> approximately 438 AF of sediment and restore the reservoir to its original capacity of 1,543 AF. <br /> Ogilvy has been aware of the increasing sedimentation problem for many years and the <br /> inlet area has become more impacted with sediment over time. In 2005, Northern <br /> Colorado Geotech performed borings at the inlet area of Seeley Reservoir, collected soil <br /> samples, and provided a report for its recommendations on dredging. In 2006, a <br /> bathymetric survey was performed at Seeley Reservoir to estimate the volume of <br /> sedimentation accumulated in the inlet. The results of that survey indicate that <br /> approximately 356 acre-feet or 575,000 cubic yards of sediment had accumulated in the <br />
