M-2023-043 <br /> Seeley Reservoir Stockpiles <br /> The sequence of doing reclamation is shaping and grading, discing and tilling, seeding, and <br /> mulching/fertilizing. <br /> Weed Control Plan <br /> Regulations require that a noxious weed control plan be in place during mining and reclamation. <br /> Four C Sons, Inc shall monitor the reclaimed land as described for noxious weeds listed in the <br /> Colorado State Noxious Weed List. <br /> Survey <br /> The first step in a noxious weed control plan is the survey. The property must be <br /> surveyed to determine the presence of noxious weeds. Surveys done during the summer <br /> months are easier as plants are mature; however, removal of noxious weeds is more <br /> difficult when plants are mature and in the process of propagating. Surveys must be <br /> done at various times of the year to identify weeds and problem areas. The best times to <br /> do surveys are early spring after emergence, middle of summer, and fall. The survey <br /> consists of walking the property and looking for weeds. Once weeds are found, it must <br /> then be determined if the weed is a noxious weed. <br /> Currently, there are no noxious weeds identified on the site. The majority of the site has <br /> been under continuous crop cultivation or native grasses; however, as the land use <br /> changes there will be additional opportunity for the establishment of weeds on the <br /> property. The main phases for weed establishment are during stockpiling activities and <br /> reclamation activities. During stockpiling activities is a short-term opportunity and <br /> reclamation is the remainder of the life of the use. <br /> If, during a survey, a suspect plant is discovered that cannot be identified, there are resources <br /> available to aid in the identification of the plant. A complete list of Colorado noxious weeds <br /> can be found at www.colorado.gov/cs/Satellite/Agriculture.../1174084048733. <br /> Eradication and Prevention <br /> Prevention and eradication will vary between the two phases of development on the <br /> property. The stockpiling phase is expected to occur until May 2024. Two stockpile <br /> sites are located on cultivated farm ground and the third site is located on an area of <br /> native grass. The various stages of construction are expected to occur in 3 to 4 months <br /> or 1 growing season. During the initial stockpiling phase, the ground surface may be <br /> disturbed and little to no vegetation, native or otherwise, will be growing on the <br /> site. The site will be susceptible to any weed or other seeds that are blown or deposited <br /> at the site during this time. Spraying will also be used in those areas where tillage <br /> cannot be performed. Chemicals used for weed elimination will be determined after <br /> weeds have been identified and the appropriate chemical will be chosen which will be <br />
