M-2023-043 <br /> Seeley Reservoir Stockpiles <br /> Exhibit E - Reclamation Plan <br /> The Reclamation Plan has been developed in accordance with the requirements of 6.4.5 <br /> Exhibit"E"Reclamation Plan in the Mineral Rules and Regulations of the Colorado <br /> Mined Land Reclamation Board for the Extraction of Construction Materials. <br /> Final grading will be such that the topography is appropriate to the reclaimed use of the property, <br /> i.e., rangeland and crop land.As required, the maximum gradient will not exceed 3:1. <br /> Reclamation Plan Option 1 and 2 are included with this application and meet the 3:1 gradient <br /> requirement stated above. Option 1 allows the material to be removed from the site and graded in <br /> accordance with the plan for continued cropping. Option 2 is provided if the material is to remain <br /> on-site. <br /> The overburden and waste material shall be placed according to Best Management Practices <br /> (BMP)to ensure adequate compaction when backfilling. <br /> Stockpiling of material is taking place on undisturbed ground and topsoil was not removed. The <br /> stockpiles are not expected to de-stabilize the underlying ground. Once the stockpile material has <br /> been removed from the area, the site will be re-graded to approximate pre-disturbance grade. <br /> Material not being removed will be graded in accordance with the reclamation plan. No root <br /> zone needs to be created since the underlying material is existing soil. The seedbed shall be firm <br /> and free of weeds and other non-desirable vegetation. In areas where there is excessive <br /> compaction, tillage, such as chiseling and discing, shall be done to break up the compaction then <br /> harrowed down. The agricultural fields will either have a crop planted, a cover crop may be <br /> required or be re-seeded using an approved seed mixture. <br /> Dormant planting is possible any time after October 15th or when temperatures are cold enough <br /> to prevent seed germination. Seeding on frozen soils will be avoided. Planting may also be done <br /> in the spring until the end of April or early May and between July l st and September 1st. Planting <br /> will be done with normal farming techniques. The recommended reclamation seeding mix will <br /> be a Buffalo Brand Seed, Dryland Pasture Mix or equivalent. Seeds will be drilled at a rate of <br /> 251b. per acre or equivalent manufacturer's recommendation. The seed mix is as follows: <br /> Buffalo Brand Dryland Pasture Mix: <br /> • 20% Smooth Bromegrass, VNS <br /> • 20% Forage Perennial Ryegrass, Amazon <br /> • 15% Orchardgrass, Profile <br /> • 15% Pubescent Wheatgrass, Manska <br /> • 15% Intermediate Wheatgrass, Rush <br /> • 15%Thickspike Wheatgrass, Critana <br /> A one-time application of manure/compost mix will be applied to the seeded area for <br /> stabilization and fertilization. The seeded areas will not be irrigated. <br />
