M-2023-043 <br /> Seeley Reservoir Stockpiles <br /> Exhibit D — Mining Plan <br /> Four C Sons, Inc (Four C) is preparing this Construction Material Regular(112) <br /> Operation Reclamation Permit for the reclamation of stockpile areas associated with a <br /> small-scale, short-term dredging project(Project). The purpose of the Project is to <br /> improve irrigation supply to farms served by the Ogilvy Land and Irrigation Company <br /> ditch system by removing deposited sediment that has accumulated near the inlet in <br /> Seeley Reservoir. Mining Plan has been developed in accordance with the requirements <br /> of 6.4.4 Exhibit"D" Mining Plan in the Mineral Rules and Regulations of the Colorado <br /> Mined Land Reclamation Board for the Extraction of Construction Materials. <br /> Timeframe <br /> The Project took place for an approximate 9-month period throughout the fall of 2023 and spring <br /> of 2024. Removal of the sediment from the reservoir inlet was completed prior to the irrigation <br /> season so that the reservoir can serve the water needs of the Ogilvy shareholders. <br /> The excavated material will remain in the stockpile areas until it is dried and can be removed <br /> from the site either through disposal or be incorporated into agricultural uses. No commercially <br /> valuable use for the material has been determined at this time. The materials must be allowed to <br /> dry and can then be removed from the site. <br /> Quantity of Materials <br /> The physical capacity of Seeley Reservoir has diminished due to sedimentation deposited near <br /> the reservoir inlet. Four C is performing maintenance operations to remove approximately <br /> 710,000 Cubic yards (438 acre-feet) (AF) of sediment and restore the reservoir to its original <br /> capacity of 1,543 AF. <br /> Mining Method <br /> The removal of the sediment from the reservoir is not part of this permit. The moving of the <br /> material involved end-loaders or similar equipment directly transferring the sediment into haul <br /> trucks to be hauled to the stockpile areas. The stockpiles were placed in the areas noted in <br /> Exhibit C—Pre-Mining and Mining Plan Map(s) of Affected Lands. <br /> No use of explosives will be used for the Project. <br /> Overburden and Site Preparation <br /> Topsoil and overburden were not removed from the stockpile site as no excavation is proposed <br /> for those areas.
