7 October 2024 C-2009-087 Peabody Sage Creek RAR <br />Number of Partial Inspection this Fiscal Year: 0 <br />Number of Complete Inspections this Fiscal Year: 2 <br />Page 3 of 16 <br />ROADS Rule 4.03 <br />Construction 4.03.1(3), 4.03.2(3); Drainage 4.03.1(4), 4.03.2(4); Surfacing and Maintenance <br />4.03.1(5) and (6) 4.03.2(5) and (6). <br />o Roads appeared stable and in good condition at the time of inspection. <br />o No fugitive dust was noted over the course of the inspection. <br /> <br />HYDROLOGIC BALANCE – Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br />4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Drainage- Acid <br />and Toxic Materials 4.05.8; Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18. <br /> <br />At the portal there is a spoil spring draining into a ditch through a French drain. The north highwall <br />above the ditch seeps water. Not all drainage from the highwall and the drain is contained in the ditch as <br />it travels down the stream to a sump. The ditch requires reconfiguration to contain the discharge. <br /> <br />“Smart” ditches, lined with a corrugated plastic drain the slopes above and around the portal area. <br />Portions of the ditch, near the top do not make adequate contact with the soil and should be secured. <br /> <br />Pond banks and dam outslopes appeared stable and well vegetated at the time of inspection. No seepage <br />through the pond dams was observed at the time of inspection. Pond emergency spillways appeared to be <br />functioning adequately. <br />o Pond 3 was discharging through its discharge culvert at the time of inspection. <br />o Trash rack for Pond 3 is missing from the discharge culvert on the pond side. <br />o The emergency spillway appears in good repair. There are Elemis wheat grasses growing in the <br />emergency spillway, however they do not appear to impede flow through the spillway. <br />o Pond 2 was discharging clear water through a newly placed flume. The staff gauge read 0.2 feet. <br />The flume held a small amount of sediment. <br />o Bank stabilization in the form of armoring are recommended to reduce erosion and undercutting <br />of the side banks and to secure the Pond 2 flume. <br />o A culvert discharges into Pond 2 from the slopes to the north about halfway up the length of the <br />pond. The culvert did not appear to be discharging at the time of inspection. <br />o A primary settling pond is located above Pond 2 and was discharging through its drop structure. <br />The settling pond dam appears in good repair. This pond has a secondary rock lined spillway, <br />which at the time of inspection appeared to be in good repair. <br />o Pecoco pond is discharging, clear water to the small pond below. The discharge culvert is <br />partially collapsed at the top. The lower pond has a drop structure at the southwest end. <br /> <br />SLIDES and OTHER DAMAGE- Rule 4.12 <br />o No areas of instability, slumping or sliding were noted at the time of inspection. <br /> <br />FISH and WILDLIFE– RULE 4.18 <br />Wildlife sightings included red and white tailed hawks, bluebird, ravens and waterfowl. <br /> <br />INSPECTION, ENFORCEMENT and CIVIL PENALTIES – RULE 5 <br />Inspections 5.02; Availability of Records <br />Records were inspected as this was a complete inspection. See any yellow highlighted items on the <br />checklist. <br /> <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br />
