PERMIT#:P-2003-018 <br /> INSPECTOR'S INITIALS:ACY <br /> INSPECTION DATE: July 29,2024 <br /> OBSERVATIONS <br /> This inspection was conducted as part of the Colorado Division of Reclamation, Mining, and Safety's <br /> (Division)normal monitoring program. The Mahogany Research Project-Public Land Prospecting is a Hard <br /> Rock NOI located in Rio Blanco County. Amy Yeldell and Todd Jesse of the Division conducted the <br /> inspection. Samantha Baker, Dillon Berry and Dave Murray represented the Operator. The BLM was not <br /> present for the inspection. <br /> The permitted NOI includes a total of 12.3 acres and has a required bond of$83,151. The Division still holds <br /> $2,656,462 in financial warranty for this site since a replacement bond has not been submitted following the <br /> approval of SR-1 (5-10-2021). Following the approval of AR-2 (10-25-2021) the following pads remain <br /> permitted; 58-14-199, 62-23-199(B6-23) and access road, 66-26-199, 5-18-298, 8-3-298, 9-9-298, 10-32-198, <br /> and 13-14-298. <br /> All hydrology wells have been plugged and abandoned, which includes cementing, cut and cap wells and <br /> backfill. Well pads have been reclaimed. The initial reclamation efforts were completed in 2015 and pads are <br /> now awaiting adequate vegetation establishment for release. <br /> The past winter consisted of average snow fall and temperatures. The early spring/summer was very cold and <br /> plant germination was slow up till mid-June. Summer storms have been infrequent but heavy. Wild horse <br /> populations have continued to be a nuisance despite the round up in 2022. Vegetation throughout much of the <br /> Piceance Basin is showing signs of overgrazing. Range clearing activities (woody debris) continue and <br /> installation of water tanks has begun. Over all pads are stable with no signs of erosion. All mining related <br /> debris has been removed from the site(s). Specific observations of each pad are listed below, <br /> Pad 8-3-298: This pad is located on private property though it is on a public land NOI. The interim reclamation <br /> of this pad (perimeter) has well established grasses and some shrubs. The center area around the <br /> reclaimed well heads has struggled over the years. In October of 2023,the operator added organic matter <br /> in the form of compost and wood chips to the pad and followed up by re-seeding. The pad is in much <br /> better condition as compared to years past. Little to no weeds were observed and there is evidence of <br /> recent treatment. Overall vegetation remains sparse and has not reached the threshold for release but is <br /> trending upwards. Photo One <br /> Pad 10-32-132: It is noted that a truck, trailer, fifth wheel camper, and fuel tank were parked on the reclaimed <br /> pad. The entrance to the pad off of CR 24 shows evidence of traffic in/out and is void of vegetation. <br /> Range clearing (mastication) activities were occurring in the area. It is believed to be the BLM's <br /> contractor performing the work. This entire pad will likely require additional efforts in order to achieve <br /> final reclamation despite having additional touch up work done in October of 2023. The pad sign was <br /> observed. Photo Two. <br /> *Pad 13-14-298: Sufficient vegetation has been established. The pad has a mixture of perennial grasses, forbs <br /> and woody shrubs. Overall cover is comparable to the surrounding areas. The area naturally blends in <br /> with surrounding topography. It's noted that adjacent to the pad is a pipeline that was nearly all noxious <br /> weeds. For the time being the reclaimed pad was free of weeds however without intervention the pad my <br /> become overrun in the future if not treated. Photo Three. <br /> *Pad 58-14-199: This pad has an extremely long access road. T-posts have been placed off of the county road <br /> indicating that it's reclaimed to detour traffic/use. Signs of limited traffic were observed but appears to <br /> be less than previous years. Vegetation along the road is somewhat hit or miss but mimics adjacent <br /> Page 2 of 5 <br />
