The inspection was conducted on September 19, 2024 by Clayton Wein of the Division. <br />Snowcap Coal Company, Inc. (SCC) was represented at the inspection by Tonya Hammond. The weather was <br />clear with a temperature of 84° F. The ground conditions were dry during the inspection. <br />AVAILABILITY OF RECORDS – Rule 5.02.4(1): <br /> <br />The records for the Roadside mine were inspected at the offices of J.E. Stover and Associates in Grand Junction, <br />CO. The records were well kept and up to date. Please see the Availability of Records Form attached to the End <br />of this report for more details. <br />The Division was notified by SCC on September 23, 2024 that the records will be moved to the Mesa County <br />Recorder’s Office. The office is located at 200 Spruce Street in Grand Junction. The operator has left an <br />instruction sheet to be given to anyone wanting to see the Roadside Mine’s records. The instructions will direct <br />the individual to the Division’s Laserfiche Database using one of the computers available at the Recorder’s Office. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> <br />Outfall 016 is located in the northeastern portion of the permit area. During the inspection, Outfall 016 was <br />discharging. The gauge recorded an average of 94 gpm. The outlet was unobstructed and in good repair. <br />The N-1 well is also located in the northeastern portion of the permit area. The well measures the depth to the <br />water level in the downgradient mine workings. The well is secured by a locking cap. Tonya Hammond used a
