will be live handled so as to minimize the necessity for using long-term stockpiles. The method <br /> will include four phases of mining and reclamation including, freshly stripped areas ready for <br /> mining, active mining areas, mined out areas that have been regraded and are ready to receive <br /> topsoil, topsoiled areas where full reclamation has occurred but are awaiting final vegetative <br /> establishment. In this way, topsoil that is salvaged in advance of mining will be live-handled and <br /> placed directly in mined out areas that have been regraded. The replaced topsoil will then be re- <br /> graded and conditioned/prepared to be seeded, either with a cover crop or with the final seed mix, <br /> depending on the time of year when the soil is replaced. This method and plan also allow for <br /> phased bonding which encourages timely reclamation. <br /> The initial disturbance has already occurred in the existing 110c. This liability will be transferred <br /> over to the 112 once it is approved and the operator will seek release of the financial warranty for <br /> the existing 110c area. The initial disturbance with the newly permitted 112 will involve <br /> construction of the main haul road into Unit A. Topsoil will be stripped and stockpiled in the main <br /> topsoil stockpile along the south side of Unit A for use during final reclamation.The road will be <br /> constructed as necessary as each unit is mined utilizing a small borrow ditch on both sides and be <br /> approximately 20 feet in width. This road will likely be surfaced with imported road base. The <br /> units are divided more or less equally on both sides of the road beginning in the North Section. <br /> Mining will then begin in Unit A with topsoil stripping. This soil will also be stockpiled along the <br /> Southern boundary of Unit A beginning in the southwest corner and going east. This stockpile <br /> will then be seeded and remain in place until final reclamation of the site is used to reclaim Units <br /> P and A at the end of mining the entire site. Once topsoil is stripped from Unit A, mining will <br /> commence along the Eastern side moving from east to west. The mined material will be stockpiled <br /> towards the west end of Unit A and the new processing facility will be constructed on the Eastern <br /> half of Unit A. A separate diagram is being provided showing the details of the processing area. <br /> Once the processing area is up and running the previously mined stockpile will be processed and <br /> the rest of Unit A will be mined and processed with the process reject stockpiled in an area where <br /> it can be easily incorporated during final grading after mining. <br /> Upon completion of mining and regrading of Unit A, topsoil salvage will ensue along the south <br /> end of Unit B, with this salvaged topsoil also being placed in the topsoil stockpile along the <br /> southern end of Unit A. As approximately %2 of Unit A will be occupied by processing and the <br /> other half by ancillary facilities, topsoil from Unit B will be stockpiled in in the existing Unit A <br /> topsoil stockpile area to be used in final reclamation of Units A and P at the conclusion of mining. <br /> Mining will then commence in Unit B heading north towards Unit C. When a large enough area <br /> has been mined and regraded in Unit B,topsoil stripping will commence in the south side of Unit <br /> C with placement in the regraded portion of the south side of Unit B. At this point all remaining <br /> topsoil that is stripped in advance of mining will be live-handled and replaced immediately on an <br /> area that has been mined and regraded to its final elevation. At this point, the disturbance will be <br /> at its maximum size for full bonding with all of Unit A disturbed and Un- reclaimed and all of <br /> Units B and C in some phase of disturbance/reclamation including reseeded,regraded and topsoil <br /> replaced, mined and regraded, active mining, and topsoil stripping in advance of mining. <br /> The mining will then progress north through Units C and D and then turn back south through Unit <br /> E and back to unit A to complete the North Section. <br /> CoProp LLC—Rodeo Dunes Mine Page 2 of 5 <br /> Construction Materials Regular Operation(112(c))Reclamation Permit Application Form <br />
