General Impact Mitigation <br /> All impacts generated at Newby Aggregate Recycling will be confined to the Production Area <br /> and Storage Area.Both areas are roughly 40 feet below the grade of land to the south, including <br /> the railroad and highway US-6.This topographic difference will significantly screen the <br /> operation activities from neighbors to the south where most of the neighboring population is. <br /> Additionally, landscaping along the perimeter of the site will be designed and built to provide <br /> maximum practical screening of the operation. • <br /> Specific impacts and the operational controls and best management practices(BMPs)that will be <br /> used to address them are discussed in detail below. <br /> 2. Noise Control <br /> A variety of best management practices will be employed to mitigate noise impacts.They <br /> include: <br /> • Non-beeping back up alarms(ambient-controlled broadband) <br /> o Backing up by contractor vehicles not out fitted with these alarms will be <br /> minimized <br /> • Containing all activity to the floors of the Production Area and Storage Area as much as <br /> possible <br /> • Operation of processing plants limited to the hours of operation <br /> • Haul trucks will not use J-brakes <br /> • Processing in a fixed location behind screening landscaping <br /> • Using an existing access point to US-6 <br /> • Periodic decibel measurements at the property line to ensure compliance with state and <br /> local limits <br /> • Aggregate stockpiles or similar noise barrier should be maintained with heights of 20 feet <br /> tall(or at least 3 feet taller than the noise source they are blocking)and near the noise <br /> source. <br /> Newby Agg Recycling 10 X tarty.)
