However, as the enclosed copy of the PUD plan shows, construction <br /> early in the project will mostly occur well outside the permit area and in the eastern portion of the <br /> development plan. The western portion comes later and that is when the "community facilities" such <br /> as the trails and recreation areas will be built within the reclaimed area.
