ESTIMATED DATES OF COMMENCEMENT AND COMPLETION: As Donna Barrentine <br /> indicated during the inspection, she said they are planning to start the work on the development later <br /> this year. However, that has been shifted a bit to early 2025. It will take a few years to complete the <br /> project. Hopefully, removal of the fill pile that is in place at this time will be done early. A recent <br /> email communication with Donna states, "I need to close the permit with the County." The permit she <br /> is referring to is the current grading and fill permit they have received from Elbert County. As they <br /> will no longer be stockpiling in this area there is no need for the permit which allows them to bring in <br /> more material. That email was copied to Joel Renfro at DRMS. Hopefully the material stored in this <br /> pile will be removed by later this year at the earliest, or more likely next year. But it could be there <br /> until 2026 when Phase 2 begins which includes this area and the community amenity. When that <br /> occurs the area where the pile was located can be seeded unless it would be better to do something <br /> else in accordance with the community amenity plan which has yet to be designed. <br /> That is really not a problem though because the reclamation of the Miller Pit is not yet completed. As <br /> stated previously, the revegetation has recovered from the disastrous conditions last year and is back <br /> on track and progressing well. But it is not ready for release. The sooner the pile is removed the <br /> sooner that area can be seeded and start revegetation, if that is it's the eventual choice which it may <br /> not be. It might become a parking lot or something else. In effect, the release of the reclamation will <br /> not be done until either the revegetation reaches maturity everywhere or the housing project needs to <br /> prepare the reclamation area for bringing it to its final disposition as a part of that project. <br /> USES FOR THIS MATERIAL: This material was acquired specifically for the purpose of using it <br /> as fill where needed in the course of the residential development project. Some of it could end up <br /> being used in the community amenity project. Soil tests are being done to determine what the <br /> potential is for this material being used as a growth medium if that is necessary or desirable and to <br /> also assess what kind of seeding would be most appropriate after the pile is removed, if that is the <br /> final disposition. At this time there are no specific plans to spread this material out over the existing <br /> floor of the pit that is being reclaimed. That would severely damage the diverse vegetation that is <br /> currently developing on the much larger floor of the pit as well as the side slopes in most areas. It does <br /> appear reasonably certain that the floor of the pit, at least, will become Green Space. The current <br /> Page 9 of 11 <br />
