C-1981-010/Trapper Mine RAR
Number of Partial Inspection this Fiscal Year: 7
Number of Complete Inspections this Fiscal Year: 4
Page 3 of 14

GENERAL MINE PLAN COMPLIANCE:

The Queen Anne dragline in the west panel remains under repair. The Baby Doe and Molly Brown
Draglines in L Pit were idle at the time of inspection. A Shot in J Pit had been laid out. N Pit coal
extraction is idle as the crew is on their off rotation for the next 10 days. The west haul ramp into the N
Pit is complete. All the adits in the N Pit are backfilled.

L Pit, the Molly Braun, was active digging to the Q coal seam and the Baby Doe drag line was idle at the
time of inspection. Overburden was being loaded and hauled and dozers were pushing material down to
the M seam so coal there can be excavated.

The Ash Pit comprises loose ash piled around the perimeter of the flat surfaces. Ash was being hauled at
the time of inspection. The flat surfaces of the Ash Pit were dry and firm, with no standing water or ruts
and appeared to be functioning adequately at the time of inspection.

N Pit is ready to back fill at west end for access to the next level coal. Coal was being loaded from the
large stockpile at the east end of the pit.

ROADS – Rule 4.03
Construction 4.03.1(3) I 4.03.2(3); Drainage 4.03.1(4) I 4.03.2(4); Surfacing and Maintenance 4.03.1(5)
and (6) I 4.03.2(5) and (6); Reclamation 4.03.1(7) I 4.03.2(7)
o Main haul roads were dry and had been bladed.
o All access roads were accessible and in adequate repair at the time of inspection.
o Ditches along haul roads and access roads appeared to be functioning adequately.

HYDROLOGIC BALANCE – Rule 4.05
Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7,
4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Drainage- Acid
and Toxic Materials 4.05.8; Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18

Constructed drainages in LAB parcels and K Pit require repair work to do as side rilling, side cutting and
downcutting was observed. Middle Flume #1 and #3 Ponds have deltas to be dredged this field season.

Constructed drainages in K pit and D Pit appeared to require repairs, as gullies or the channel had
deepened, and rocks were dislodged from check dams. Rills were present along west and north facing hill
slopes in K pit as well as in D Pit. Erosion control structures were noted in the D Pit channel. Erosional
features such as downcutting, side slope rilling and rock movement were observed. The drainage and
associated structures appeared to function adequately with the exception of several compromised check
dams and areas of downcutting where repairs will be required to establish additional stability in the
longitudinal profile of the channel. A low spot in the D Pit drainage had formed a temporary “Pond”.

Reconstructed drainages in D Pit appeared to have an appropriate gradient. General observations were
made, and it appeared that drainages meet the specifications in Trapper’s permit with respect to depth and
side slopes. Drainage slopes will be verified in the Phase I findings document with the presentation of the
data analysis.

A temporary seed mix comprised of triticale was applied in the fall to the D and I Pit parcels to hold the
recently worked, loose soils. Emerging vegetation was noted at the time of inspection.
