Wild Horse Reservoir Project West Test Quarry DRMS 111 Application <br /> 3. EXHIBIT C: Mining Plan <br /> 3.1 Introduction <br /> The Applicant is proposing the Wild Horse West Test Quarry (Test Quarry) to investigate the reserves and <br /> processing requirements for local aggregate construction materials for the Wild Horse Reservoir Project("Project"). <br /> The Applicant is seeking to obtain a DRMS Permit and the necessary land use approvals from Park County for this <br /> testing program. <br /> This mining plan encourages the orderly development of the state's natural resources while reclaiming the land <br /> so that the affected land may be put to a beneficial use.The plan set forth fosters and encourages the development <br /> of an economically sound and stable water management industry in accordance with the orderly development of <br /> the state's natural resources and the Colorado State Water Plan (Colorado Water Plan I DNR CWCB). <br /> The following terms are used to describe distinct major areas within the quarry permit boundary: <br /> • West Test Quarry—The West Test Quarry is comprised of two(2)test sections (Test Section 1 and Test <br /> Section 2) located within a potential larger West Quarry (approximately 291 acres) which may be <br /> proposed through a later permitting process if the test sections yield favorable test results.The West <br /> Test Quarry is located within the Wild Horse Dams and Reservoir Project Site (Site). <br /> • Associated Access Roads — approximately 9,000 feet of newly constructed access roads will be <br /> required for material transportation. <br /> The West Test Quarry is located within unincorporated Park County, Colorado.The site is approximately 4.25 miles <br /> south-southwest of the town of Hartsel, Colorado and about 6.0 miles west of Spinney Mountain Reservoir. It sits <br /> predominantly within Sections 31, Township 12S, Range 75W, of the 6th P.M. The Common Processing and <br /> Materials Handing Area, which is not included in the 111 permit, is within Section 32, Township 12S, Range 75W, <br /> of the 6th P.M. The geographic coordinates for the main entrance area to the Site off of County Road 53 are <br /> 38°57'38"N 105°47'03"W. <br /> The West Test Quarry is proposed to be mined by the Operator, Flatiron-Dragados-Sukut (FDS), overseen by the <br /> Applicant and the Applicant's Consultant (Tetra Tech, Inc.) on land owned by the Applicant and Hartsel Springs <br /> Ranch of Colorado, Inc.
