Phase 3 <br /> - Aspect C l mined area has been backfilled to final grade with compaction and is used for <br /> the scale house, employee parking, equipment and material storage, and asphalt plant <br /> operations. The surface has been stabilized with approximately two feet of gravel and <br /> does not require additional surface stabilization. <br /> - Aspect C2 area is being mined and will be concurrently backfilled and compacted. The <br /> worst-case scenario for estimating maximum potential reclamation liability is if the entire <br /> area requires backfill with compaction to final grade. <br /> - Aspect C3 mined area has been mostly backfilled with compaction. The area will receive <br /> approximately two more feet of backfill for final grade. <br /> For the reclamation cost estimate, it is assumed that areas needing backfill will also be <br /> compacted for future development, graded to accommodate future development needs, topsoiled, <br /> and seeded with a fast-growing cover-crop seed mixer. This is the most costly backfilling and <br /> surface stabilization option for estimating reclamation expenses. Some areas may receive surface <br /> stabilization using a soil tackifier, rock, or other erosion resistant material. It is assumed that an <br /> average backfill depth of 12 feet will be required over most of the mined area to reach the <br /> reclamation plan final grade. Reclamation, and final grade, will need to provide a sloping <br /> topography that allows stormwater drainage management. <br /> Miscellaneous disturbed areas at the point of maximum disturbance will include the main site <br /> access road, internal haul roads, and other areas disturbed by mining activities. These areas will <br /> be tilled in preparation for topsoil placement, final grading, and seeding for revegetation. It is <br /> estimated that the combined area of these disturbances will be approximately two (2) acres. <br /> A minimum of 6 inches of topsoil will be placed on all disturbed areas. If areas require <br /> backfilling, topsoil placement is included in the backfilling, compacting, and rough grading cost <br /> estimates. Topsoil final grading will prepare the surface for seeding.
