mined, backfilled, compacted, graded, and seeded, the entrance is for reclamation purposes only <br /> and is located at: <br /> 40.51238°N <br /> 104.98236°W <br /> Although new site entrances are to be established onto Weitzel Road, the primary proposed <br /> change to the existing Timnath Connell Pit permit is the final land use. The proposed amendment <br /> permit boundary shall remain the same as the existing permit boundary. The proposed permit <br /> area contains approximately 151.3 acres with about 140 acres being mined and reclaimed. <br /> The existing permit boundary has been reestablished within these amendment materials as <br /> accurately as possible from the original 1999 permit documents. The original permit boundary <br /> was established with a township, range, and section legal description as required by Rule 6.4.1 of <br /> the Mined Land Reclamation Board (MLRB) Rules and Regulations. <br /> In 1999, MLRB permit boundaries were typically established to follow property parcel lines. At <br /> the time of the original permit, the Timnath Connell Pit property owner was in the process of <br /> dedicating a portion of the east side of the property to Larimer County as LCR 5 right-of-way. <br /> The west side of the property was already dedicated as Interstate 25 (I-25) right-of-way. The <br /> south property line (south line of the southeast quarter of Section 3) included the north half of the <br /> East County Road 36 right-of-way. Therefore, the proposed amendment permit boundary is <br /> consistent with property lines on the east, west, and south sides of the site. The north side of the <br /> permit boundary is defined by the north line of the southeast quarter of Section 3 (T6N, R68W). <br /> Affected Land Boundary Definition <br /> The proposed amendment boundary will encompass approximately 151.3 acres, bisected by <br /> Weitzel Street extension the same as the existing permit boundary. The affected land boundary <br /> follows the proposed permit boundary to allow for reclamation activities. Areas not disturbed by <br /> mining may be disturbed by access roads, equipment staging areas, stockpiles, material <br /> processing, or backfilling and reclamation related activities. <br /> Land Uses <br /> The proposed amendment area currently consists of an active aggregate mining and material <br /> processing operation. Property land uses surrounding the Timnath Connell Pit include historic <br /> aggregate mining, rural residential, commercial, and future residential/commercial development. <br /> To the west, across I-25, historic mining areas are being considered for future development and <br /> south of the Timnath Connell Pit additional historic mining properties are currently being used <br /> for events specializing in outdoor youth activities. Although east of the permit area remains <br /> agricultural and rural residential, immediately north of the site previous agricultural properties <br /> are being developed into commercial and service-related uses. <br /> The Timnath Connell Pit permit property was historically in unincorporated Larimer County and <br /> was initially zoned Farming (FA-1), and more recently Rural Residential (RR2). However, the <br /> property has been annexed into the Town of Timnath and the current town zoning is Regional <br /> Timnath Connell Pit <br /> DRMS 112 Permit Amendment Application Page 2 <br />
