Does DRMS refer the pending application to CDOT for consideration of the portion of the route utilized over state highways and any subsequent impact?As you may know,State HWY 24 is the main street through the downtown corridor of Leadville.Seasonal traffic congestion has only increased over time in our recreation tourism-based economy. Lake County would like to offer consideration that monitoring wells should be strategically located and tested on a state mandated interval to ensure groundwater protection. Are other methods, like the use of thiosulphate,a better option to protect the headwaters of Arkansas as well as the decades of California Gulch investments in clean up in Lake County? Alternative methods should be explored. We would like to make sure that the capacity being permitted accurately reflects the applicant's anticipated volumes in the existing tailings piles and that the state thoughtfully considers the potential for other operations using the mill,and or operations outside of the County traveling to utilize and bringing material into California Gulch. Is there an Emergency Action Plan submitted to the state? An ideal outcome would be to have the ability to utilize the byproduct of the mill in a way which contributes to County projects through a beneficial use versus stockpiled in close proximity to the Arkansas River and threatening air and water quality through air risk.
