The surface and subsurface watershed of California <br />Gulch is obvious. The cc4lc residents knew the adjacent zoning when they chose to buy and locate there. 'The <br />chicken came before the egg' - buyer beware I <br />The existing CJK Mill has been approved - a legitimate land use. LC has stalled permits to build structures that <br />were part of that agreement. CJK makes concessions to show they are a conscientious neighbor. Let's not <br />chase this industry away. It is unique - not ski tourism. Leadville is a World Class mineral anomaly. There are <br />20+ elements found in this ground. A few of those could surpass lithium as the next precious metal compound. <br />We all love our zinc, tungsten and moly. All our exceptional metal compounds come from the earth. Mine <br />owners allow us to trespass upon federally patented mining land for our east side recreation & open space. <br />What an amazing benefit to have close access to the alpine. It beats fences & gates. Don't 'stick your finger in <br />their eye.' <br />Historic Precedence - Industrial Mining (IM) Zoning is essential. This 'working' land west of town contains <br />historic smelting, milling, storage and associated transportation. Smart Urban Planning always consolidates <br />'heavy' industry into a designated Zone. The black slag is the by-product of heat extraction milling (smoke <br />belch). Aspen bought their rock here for processing. The RG&W, now Union Pacific, ascended all freight and <br />passengers to town through this land. The airport flies directly over it. Our sewer treatment plant is there with <br />ponds that don't leak. The cement mixing plant has been there for generations. Business is business. <br />Encourage legitimate livelihoods that restores old mining neglect. Encourage these wise pyro metallurgists to <br />thrive here. See the steel tanks on Sawmill Road, built by master local fabricator. <br />EPA - Read Leadville by Gillian Klucas. She captured the clean-up era. There were 12+ years of paper and <br />lawyers before any dirt was abated. I was chairman of the Environmental Task Force during the 90s. <br />Remediation actually happened when obstructionists got out of the way. We must allow the private sector to do <br />this ongoing clean-up. The government isn't going to 'mandate' any more. Revegetation of waste piles is good <br />for the land. I play in clean water downstream, which was improved with mine remediation. <br />Truck Dust and Noise - These roads are historic haul roads from the mining district. CJK is trucking through <br />California Gulch rather than East 5th St. EPA haul trucks took the same route. We won't even know they are <br />passing by. The mill is very quiet. Trees and land forms conceal the entire operation from busy highway 24.
