Ewing Gravel Mine Substitute Water Supply Plan Page 5 of 7
March 25, 2024
4. Computation of evaporation under this SWSP was reduced during the ice-covered period.
However, for the purpose of this SWSP, the Applicant shall replace the net evaporative depletions
from the exposed groundwater surface area that occurred during the assumed ice-covered period
(the months of December and January) for any time that the pit is not completely covered by ice.
5. The total amount of water consumed from water lost with mined product must not exceed 48.2
acre-feet. The total amount of water used for dust control at the site must not exceed 4.8
acre-feet and the total amount of water used for slurry wall construction at the site must not
exceed 10.5 acre-feet. The total water pumped for dewatering must not exceed 2,025 acre-feet.
All pumping for these uses must be metered and tracked by the operator, and be included on
submitted accounting.
6. Total consumption at the site must not exceed the aforementioned amounts unless an amendment
is made to this SWSP.
7. Approval of this SWSP is for the purposes as stated herein. Any additional uses of this water must
first be approved by this office.
8. All releases of replacement water must be sufficient to cover all out-of-priority depletions in
time, place, and amount and must be made under the direction and/or the approval of the Water
Commissioner. The release of replacement water may be aggregated to maximize beneficial use,
subject to approval by the Division Engineer or Water Commissioner. The Water Commissioner
and/or the Division Engineer shall determine the rate and timing of an aggregated release.
9. The Applicant must replace all out-of-priority depletions resulting from operation under this SWSP,
including those lagged depletions that occur to the stream after the expiration date of this SWSP.
10. The Applicant shall provide daily accounting (including, but not limited to diversions, depletions,
replacement sources, ice cover, and river calls) on a monthly basis. The accounting must be
uploaded to the CDSS Online Reporting Tool within 30 days of the end of the month for which the
accounting applies (https://dwr.state.co.us/Tools/reporting). Instructions for using the tool are
available on the Division of Water Resources website on the "Services" —> "Data St Information"
page under the heading of "Online Data Submittal". Accounting and reporting procedures are
subject to approval and modification by the Division Engineer. Accounting forms need to identify
the WDID number for each structure operating under this SWSP. NOTE: Monthly accounting, even
during the winter non-irrigation season, is required.
In addition, the Applicant shall verify that the City of Aurora (WDID 0602503) includes in their
monthly accounting, a report on the reusable water released to provide replacement for this
SWSP. It is the Applicant's responsibility to ensure the City releases the leased water in the
correct time, place, and amount.
11. The name, address, and phone number of a contact person who will be responsible for the
operation and accounting of this SWSP must be provided on the accounting forms to the Division
Engineer and Water Commissioner.
