• areas and to prevent long term adverse changes in the balance that <br />might result from the activities. The primary method for erosion, <br />sediment and drainage control will be to minimize the initial <br />potential impact by disturbing no more area than is necessary for <br />the loadout facility, by promptly reclaiming any disturbed areas <br />not required for long-term use, by trapping sediment, and by <br />detaining runoff as close to the disturbed areas as possible. <br />Diversion structures are planned at the locations shown on the <br />Sedimentation Control and Small Area Exemption Map, (Map 14) and <br />will serve to divert water from the disturbed area into a <br />sedimentation pond. These diversions are designed as temporary <br />structures and will be maintained to control the peak flow runoff <br />from the 10-year, 24-hour precipitation event. They will be <br />constructed using proper roughness characteristics, maintenance of <br />appropriate gradients, revegetation, channeling or detention basins <br />or a combination of one or more of these measures. They will also <br />be maintained to prevent contribution of suspended solids to runoff <br />outside the immediate site. <br />Water quality standards and effluent limitations at the proposed <br />loadout facility are regulated by the U.S. Environmental Protection <br />Agency and the Colorado Department of Health under the terms of an <br />NPDES Permit. The applicable effluent limitations will be met by <br />utilizing treatment methods which will include revegetation <br />sediment retention, and a sedimentation pond. Where practical <br />diversion ditches will be used to change the flow of water from <br />undistributed areas so as to bypass the disturbed area rather than <br />using sedimentation ponds. These ditches are shown on the <br />Sedimentation Control and Small Area Exemption Map, (Map 14). <br />TCC plans to have surface runoff from the disturbed area pass <br />through a sedimentation pond, a dugout pond and sediment fences. <br />The sedimentation control plans are shown graphically on the <br />Sedimentation Control and Small Area Exemption Map, (Map 14) and <br />explained in detail in Exhibit 9. <br />Rule 4.05.13(4)(c) requires the operator to submit an annual <br />hydrologic report to the DMG.
