Topsoil Redistribution Plan <br />• Prior to the reapplication of the topsoil, compacted surfaces will <br />be ripped to a depth of at least 12-inches and then smoothed to <br />minimize the mixing of the topsoil and subsoil. The topsoil will <br />be applied in a uniform and stable thickness that is capable of <br />supporting the post-operations land uses. Extra topsoil was <br />salvaged during construction of the railroad siding-and the haul <br />road to allow for the distribution of approximately five inches of <br />topsoil on the entire disturbed area. Following zeapplication of <br />the topsoil and the final grading of the material, the topsoil will <br />be scarified with a chisel plow or similar equipment to a maximum <br />depth of five inches, to promote root penetration by alleviating <br />compaction caused by machinery. Chisel plowing the topsoil at <br />greater depths could mix the topsoil with the underlying subsoil. <br />Wind and water erosion will be controlled prior to seeding by <br />leaving any reapplied topsoil in a rough condition. <br />Immediately following the mulching and seeding, any slope areas <br />will be contoured furrowed if necessary, to reduce erosion and <br />maintain site stability until vegetation is established. <br />• Revegetation Plan <br />After the seedbed has been prepared by discing and harrowing, the <br />area will be seeded. On steep slopes, seeding may be completed by <br />hydroseeding techniques dependent on availability of equipment and <br />manpower. The vegetation will consist of a seed mix suitable for <br />use as irrigated croplands. Upon completion of seeding activities, <br />mulch will be applied. The mulch may be stabilized as necessary by <br />applying a tackifier. <br />The proposed seed mixture as shown in Table 1, Proposed Seed <br />Mixture, contains the diversity essential for ecological site <br />stability. The revegetation will be conducted during the first <br />normal planting season following the application of the topsoil and <br />the preparation of the site for seeding.
