ATTACHMENT NO. 3 TO BID FORM <br /> MORGAN COUNTY LANDFILL <br /> 2022 SOUTH CELL PHASE 2 CONSTRUCTION <br /> EARTHWORKS CONTRACTOR PACKAGE <br /> SCOPE OF WORK <br /> 1.0 SUMMARY OF THE OVERALL PROJECT <br /> The Phase 4-2 project includes the construction of a total of approximately 6-acres of lined <br /> landfill area, excavation and grading outside of the lined landfill area,perimeter road, access <br /> road, and permanent perimeter ditches. <br /> The overall project consists of excavating and backfilling as necessary to design subgrade and <br /> finish grades for an approximate 6-acre lined area called Phase 2, including tie-in of the subgrade <br /> with the subgrade of Phase 1, not including construction of haul/access roads for Contractor use <br /> (incidental to the work). The liner and leachate collection system will be a composite liner <br /> consisting of(from the base of the system upwards)a Geosynthetic Clay Liner(GCL) and a <br /> High-Density Polyethylene(HDPE)membrane, overlain by a geocomposite leachate collection <br /> system on the floor of Phase 2. Suitable soils excavated from the Phase 2 area may be used in <br /> any portion of the construction area that requires fill. The GCL and HDPE liner terminates on the <br /> excavation floor on the west side, at the permanent anchor trench just outside of the excavation <br /> crest on the north and east sides of Phase 2,and will be tied into the Phase 1 liner system on the <br /> south side of Phase 2. The procurement, delivery, and installation of the GCL, HDPE, and <br /> Geocomposite drainage layer are not part of the earthworks contract and will be contracted <br /> separately to a qualified geosynthetic installation firm. The earthworks contractor is responsible <br /> for stormwater runoff control prior to, during, and following the installation of the synthetic <br /> components to protect them and the work area from damage, as well as exposing the Phase 1 tie- <br /> in zone. <br /> The termination of the liner and drainage system on the west side is covered with plywood as <br /> shown on the drawings. The entire lined area will be covered with one foot of protective soil. A <br /> temporary soil termination berm will be constructed with protective soils over the western <br /> termination of the liner and leachate collection layers on the west limits of the Phase 2 area. The <br /> construction also includes a portion of the permanent perimeter access road at the north and east <br /> crest of Phase 2 and-a permanent surface water control ditches around the lined area. <br /> 2.0 CONTRACTOR'S SCOPE OF WORK <br /> All work must be carried out and maintained per the Drawings, Bid Forms and Scope of Work, <br /> Construction Quality Assurance ("CQA")Plan, and Addendums (collectively the Contract <br /> Documents) subject to the approval of the CQA Personnel. Any materials that are found to be <br /> outside the tolerances identified in the Drawings, and CQA Plan must be reworked or removed <br /> and replaced to the approval of the CQA Personnel and at no additional costs to the OWNER. If <br /> there are any conflicts between this document and the CQA Plan,the CQA Plan will generally <br /> take precedence. Contractor shall notify CQA personnel of any conflicts or discrepancies as soon <br /> as possible after discovery and the CQA Engineer will determine a direction going forward. <br /> Attachment 3:Geosynthetic Liner System Package Scope of Work Page 1 of 5 <br />
