Limits on ground vibration; 1 inch per second at nearest housing to the east
b. Limits on air blast; 133 dB at nearest housing to the east
c. Methods used to control adverse effects of blasting;
Engineered pre-blast plans including blast hole depths, hole spacing and burdens, hole diameter, powder
factor, utilizing competent crushed stone stemming material, calculating pounds of explosives per 8 ms delay,
determining the distance to structure(s) and utilizing peak particle velocity predictions. Having the contractor
excavate a portion of each blast area (after blast events)to create an open face for each concurrent blast
event. This relief will increase the control of flyrock,vibrations and will allow for better rock fragmentation.
d. Description of monitoring systems to be used and where to be set up;
Buckley Powder Co. will supply and setup state of the art seismograph(s). The seismograph will be set up at a
designated point to the east of each blast area and in line with the nearest non-owned structure. Air over
pressure and peak particle velocity will be recorded and archived for each blast event. Seismograph
recordings/readings (PPV and dB) will be included in each blast report.
e. Blasting protocol/procedure;
The following blast signals will be used during blasting:
• Warning Signal A series of five (5) long bursts 5 minutes prior to the blast.This signal
is given once the blast area has been cleared and guards set. Blaster will
communicate the 5-minute warning using two-way radios.
• Blast Signal A serious of short horn or siren sounds will be made one minute prior to
the blast. Blaster will announce over two-way radios the 1-minute warning. Other
than communications made by the Blaster, radio silence will be maintained during
this one-minute period. Using two-way radios the Blaster will announce "10 seconds
to blast". Blaster will announce "fire in the hole" prior to the initiation over the two-
way radio.
• All Clear Signal A prolonged horn or siren sound following the inspection of the blast
area. At this time the Blaster will communicate the All Clear over the two-way radio
system.
f. Anticipated typical blast design (this information can have a range so as not to require a specific design for
each blast:
Hole diameters will range from 3.5 inch up to 6.5 inch varying for pioneering, site development, and
production blasts. Blast pattern dimensions will range from 6 feet x 6 feet up to 18 feet x 18 feet varying for
pioneering, site development, and production blasts. Hole depths will range from 6 feet to 70 feet including
added subdrill (if needed) depending on ground conditions, pattern and hole locations. The powder factor will
be varied to analyze the optimal energy input to achieve the desired fragmentation.Typically, powder factor
(pounds of explosives per in-bank cubic yard)will range from .9 pounds to 2.0 pounds.
1
