5.3 CONTROL MEASURES DURING AND AFTER RECLAMATION <br /> The following control measures will be implemented during and after reclamation to prevent <br /> the spread of noxious weeds at the site: <br /> • Practice proper soil management <br /> o Do not spread soils that are already infested if adequate clean soil is available <br /> o Consider pre-treatment of any contaminated soils that must be used <br /> o Maintain positive drainage <br /> • Select the proper season for reclamation grading and soil placement. When possible, it <br /> is best to apply topsoil in the fall and seed with native species immediately after <br /> application <br /> • The establishment of desirable and competitive vegetation is essential in controlling all <br /> noxious or undesirable vegetation. The use of straw mulch has clearly proven to be <br /> effective method in establishing desirable grasses, forbs, and the like. Overall, the <br /> benefits of using weed free straw or native grass mulch far outweigh the possible <br /> downside. <br /> • Spot spray establishing weeds if found during reclamation operations or shortly <br /> thereafter <br /> • Practice the following control methods following reclamation <br /> o Closely monitor all reclaimed areas for plant establishment success and weed <br /> infestations <br /> o Reseed any areas of non-establishment in the next available season <br /> o Mechanically and chemically control any weed infestations found.
