CPW's statutory mission is to perpetuate wildlife resources of the State, to
provide a quality state parks system, and to provide enjoyable and sustainable outdoor
recreation opportunities that educate and inspire current and future generations to serve as
active stewards of Colorado's natural resources. CPW encourages Rolling Hills Gravel and
Mesa County to afford the highest protection for Colorado's wildlife species and habitats.
Reviewing the Project area, CPW understands that the proposed gravel mining operation will
occur on private property approximately 2 miles west of unincorporated Whitewater,
Colorado. The Project area is 231.6 acres but is currently proposing a disturbance area of
94.4 acres which is expected to yield 475,000 cubic yards of aggregate material. The deposit
will be mined in a four-area sequence, beginning with the central area called Phase 1. Phase
2 is a small area located to the west of Phase 1. Phase 3 is a lower hill in the property's
southwest corner, and Phase 4 is located in the northwest corner. The expected life of this
operation is approximately 16-17 years, depending on market conditions.
Standardized, statewide wildlife recommendations have been developed by CPW for
utilization by regulatory entities when reviewing and approving various land use proposals
under their jurisdiction. CPW has identified the Southeast quadrant of the Project area to
interact with an Active Bald Eagle site and recommends limited surface disturbance occurs
within .25 miles from December 1st to July 31st of the active nest. A qualified biologist
should survey the area and delineate those boundaries prior to the initiation of mining
operations.
Jeff Davis,Director,Colorado Parks and Wildlife it
Parks and Wildlife Commission:Dallas Nay,Chair•Richard Reading,Vice-Chair•Karen Bailey,Secretary•Jessica BeaulieuMarie Haskett•Jack Murphy•Gabriel Otero•Duke Phillips,IV•Gary T.Skiba•James Jay Tutchton•Eden Vardy
