November 9, 2023 C-1981-019/Colowyo Coal Mine ZTT <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 3 <br />Number of Complete Inspections this Fiscal Year: 2 <br /> <br /> Page 6 of 9 <br /> <br /> <br />East Taylor Pond. <br />Collom Pit: <br /> <br />Collom currently has five ditches constructed; D1, D2, D3, and D6. Ditches D3 and D6 were inspected. D3 is well <br />armored with rip rap while D6 is approved as a bare channel. No erosion or issues were observed. <br /> <br />Ponds Section 25, Section 26, Section 36, Middle and Sidehill were inspected. Section 36, Section 25 and Middle <br />Pond run in serious with each other and collect runoff from the eastern portion of disturbance from the Collom Pit. <br />Each of these ponds held water with only Section 25 observed as discharging. The Sidehill and Section 26 ponds <br />run in series with each other as well and receive runoff from the western portion of the Collom Pit. Both ponds <br />held water but the Sidehill was minimal. The slumping above Section 26 pond continues to show no signs of <br />additional movement. Discussions with the mine representative stated Section 26 Pond is scheduled for cleaning <br />maintenance which includes mitigation of the slump. All Collom Ponds were stable and no issues were observed. <br /> <br />GENERAL MINE PLAN COMPLIANCE: <br />Highwall mining operations were currently in the Little Collom Gulch at the time of the inspection. <br /> <br />TOPSOIL – Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />Topsoil placement has occurred along the West Pit reclamation parcels. The topsoil has been rough graded and <br />cross ripped for additional erosion protection. At the time of the inspection the area hasn’t been reseeded due to <br />ground conditions not suitable for the drill seeder. <br /> <br />Topsoil along topsoil pile 16D has been roughly shaped awaiting final shaping pending suitable ground conditions. <br />New topsoil placement from construction of Section 15 Pond and EP3 as well as Final East Pit Ditch, EP1 and <br />EP2 maintenance has occurred. The area is encompassed by a perimeter berm to ensure all topsoil is maintained in <br />the area.
