November 9, 2023 C-1981-019/Colowyo Coal Mine ZTT <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 3 <br />Number of Complete Inspections this Fiscal Year: 2 <br /> <br /> Page 3 of 9 <br /> <br /> <br />West Pit reclamation. <br />EXCESS SPOIL and DEVELOPMENT WASTE – Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />The Taylor Fill was inspected. The area is well stabalized with vegetation. No major erosion or issues were <br />observed. <br /> <br />The Collom Spoil Pile continues with spoil placement along upper portions. Spoil from the lower portions of the <br />Collom box cut is transferred by truck/shovel operations to the north and is stacked along the top of the pile. The <br />Collom Spoil Pile is contained by a berm to ensure all spoil stays within the pile footprint. <br /> <br />FISH and WILDLIFE – Rule 4.18: <br />Elk, deer and pronghorn were observed accross the site. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Gossard Loadout: <br />Gossard Pond was inspected. The pond held water and was discharging at the time of the inspection. The <br />embankments were well vegetated and no issues were observed. <br />East Pit: <br /> <br />The Final East Pit Ditch (FEPD), the North Tributary, East Pit Ditch (NTEPD), the South Collection Ditch and <br />Section 15 Ditch were inspected.
