East facing slopes <br />had been topsoiled. The constructed drainage had been built, tied into an existing drainage to the west <br />and many, but not all check dams were in place. <br /> <br />The N Pit had been backfilled to the L seam at the west end of the pit. Mining at this portion of the pit is <br />complete and will continue to move east. A dozer was stock piling coal in the pit. <br /> <br />SIGNS and MARKERS – Rule 4.02 <br />o The mine site identification signs observed at the main mine access point, (entrance from State <br />Highway 13), was intact, displaying all required information: mine name, operator name, address, <br />phone number, DRMS permit number and contact information. <br />o Blasting notification signs were placed at the entrances to the site. <br />o The new portion of the permit boundary (PR11), had not yet been delineated or fenced. <br />o Pond identification signs were prominently displayed in the vicinity of the ponds visited and were <br />in adequate repair at the time of inspection. <br />o Topsoil stockpiles observed were clearly marked with identifying signs. <br /> <br />ROADS – Rule 4.03 <br />Construction 4.03.1(3) I 4.03.2(3); Drainage 4.03.1(4) I 4.03.2(4); Surfacing and Maintenance 4.03.1(5) <br />and (6) I 4.03.2(5) and (6); Reclamation 4.03.1(7) I 4.03.2(7) <br />o Main haul roads were in good repair and being graded. <br />o Access roads were in adequate condition and provided access to the entire site. <br />o Ditches along haul roads and access roads appeared to be functioning adequately. <br /> <br />HYDROLOGIC BALANCE – Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br />4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Drainage- Acid <br />and Toxic Materials 4.05.8; Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18 <br /> <br />Pond construction in the Buzzard drainage, East Buzzard Ponds # 3 and #4 had been completed, with <br />flumes and pond markers placed. Both these ponds in the Buzzard drainage have ground water exposed. <br />West Buzzard Pond had been expanded. The West Buzzard Pond flume requires repair. Pond banks and <br />dams were stable and vegetated. No sign of seepage through the dams was observed at the time of <br />inspection. Spillways were in good repair and clear. Flumes appeared to be functioning properly at the <br />time of inspection. <br />The following pond systems were visited over the course of the inspection: <br /> <br />o East Middle Flume #1 holding water has a sediment flume Some water flowing in to the pond but <br />not flowing through flume. <br />o East Buzzard #3 was holding water at the time of inspection. <br />o East Buzzard #4 held a small amount of water. <br />o Expanded West Buzzard Pond. <br />o Numerous check dams were in place in D Pit. <br />o Middle Flume #3 has sediment fan and was discharging a small amount of water through the <br />flume. <br />o East Flume #1 was dry at the time of inspection. <br /> <br /> <br />
