The BLM's national register for Land Use Planning (LUP) and National Environmental Policy <br /> Act(NEPA)documents allow people to review and comment online on BLM NEPA and planning <br /> projects. BLM national register for LUP and NEPA documents lists NEPA documents that have <br /> been initiated. The proposed project was scoped for 30 days starting April 26, 2022 to May 26, <br /> 2022. One comment was received during this period,however,the comment is not substantive and <br /> therefore was not considered in this EA. <br /> ISSUES IDENTIFIED AND ANALYZED IN THE EA. <br /> The CEQ Regulations state that environmental assessments (EA)s should "briefly provide <br /> sufficient evidence and analysis" for determining whether to prepare an environmental impact <br /> statement(EIS) or a finding of no significant impact(FONSI) (40 CFR 1501.5) and that agencies <br /> should only briefly discuss issues other than significant ones (40 CFR 1500.4(e)). While many <br /> issues may arise during scoping,not all of the issues raised warrant analysis in an EA. Issues will <br /> be analyzed if: 1) an analysis of the issue is necessary to make a reasoned choice between <br /> alternatives, or 2)if the issue is associated with a significant impact,or where analysis is necessary <br /> to determine the significance of the impact. The following issues identified during internal and <br /> external scoping are analyzed in this EA and summarized below. <br /> Table 1. Issues Identified and Analyzed in the EA <br /> Issue Issue Statement Impact Indicator <br /> Soils Issue I How are soil resources impacted by Soil displacement and <br /> the materials storage site? erosion impacts. <br /> POTENTIAL ISSUES CONSIDERED BUT NOT ANALYZED IN DETAIL. - <br /> BLM considered several issues raised during internal and external project scoping. After review <br /> of available information,the interdisciplinary team determined (and the Authorized Officer <br /> concurred) that the following issues did not have the potential to be significantly impacted by <br /> any of the alternatives and it is not necessary to make a reasoned choice between alternatives. <br /> Therefore, the following issues have been considered but dismissed from detailed analysis. <br /> Table 2.
