Colony Reclamation Cost Estimate, Update to Exhibit L Rev. Sept. 2023
in place. However, for this estimate the plan is as described above to remove it and
revegetate its footprint.
Davis Gulch Topsoil Stockpile. Area 10D
This area will be the source of topsoil to be used in Area 10 B (see above) and Coarse
Ore Valley (Area 17A). The existing volume in Davis Topsoil Stockpile Area 10B
appears to be sufficient to provide the 9 inches of topsoil cover in the Coarse Ore Gulch
(Area 17A, described below) and the footprint of the Dam Materials Stockpile (Area 10B
described above). If any topsoil remains in this pile, it will be regarded down to a 3H:1V)
slope and reseeded.
Ridgetop/Northdraw Topsoil Stockpile, Area 12
This stockpile will be the source of topsoil used to reclaim the Plant Site (Area 18, see
below), LaSal Laydown Area (Area 17, see below). After sufficient topsoil has been
extracted from this stockpile to satisfy the reclamation commitments of those two areas,
the remaining surface of the stockpile will be regraded to a 3HAV or flatter slope, and
the new surface will be revegetated using the permanent seed mixes for the Plant Site
and LaSal Laydown areas.
South Spent Shale Gulch Topsoil Stockpile, Area 14
Since the Davis Gulch Topsoil Stockpile has sufficient volume to satisfy the topsoiling
needs of the Coarse Ore Valley (Area 17A) and the footprint of the Dam Materials
Stockpile (Area 10B), there is no need to disturb this topsoil pile. It is currently stable at
a 3H:1 V slope with a self sustaining vegetative cover since 1984.
Southdraw Topsoil Stockpile Haul Road and Area Stripped for Dam Mat'Is Storage,
Area 15A and 15B
These areas consists of roadways up to Area 14, (South Spent Shale Topsoil Stockpile),
and topsoil stripped areas intended for a planned temporary stockpile of materials to be
used in Fall 1982 construction of the full size Davis Gulch Dam in Area 9. The dam was
never progressed past footprint clearing and core trench excavation, and the small
cofferdam that had been completed was modified to remain as a permanent feature in
1984. All 40 acres of the Area 15A and 15B disturbance from the 1984 Site Inventory
Amendment remain as active areas. These include approximately 2.5 acres of roadway
in the valley bottom climbing toward the South Valley Topsoil Stockpile and 37.5 acres of
topsoil stripped area on the steep hillside south of the roadway for a dam materials
stockpile.
The roadway would be reclaimed by ripping, spreading 6 to 12 inches of topsoil, and
seeding using the mix in Table E-5, as described on p. E-46 of the permit application.
Since the stripped areas in the north valley wall are far too steep to replace topsoil, they
will be hydroseeded as described as "other methods" for road side slope disturbance,
also on p. E-46.
Rather than destroy a road that provides alternate access to the West Road, it might be
better to retain that road as a permanent feature. However, this bond estimate assumes
the road will be revegetated and the disturbed areas on the north valley wall
hydroseeded.
Page 10
