September 11, 2023 C-1981-019/Colowyo Coal Mine ZTT

Number of Partial Inspection this Fiscal Year: 3
Number of Complete Inspections this Fiscal Year: 1

The West Pit Pond and East Taylor Pond are associated with the West Pit and were inspected. The West Pit Pond
was dry and the East Taylor Pond held water and was discharging at the time of the inspection. Most of the water
received from the East Taylor Pond comes from a spoil spring located just above the pond. The spring has been
intercepted by a french drain which diverts the water to a flume where flow can be measured. Water elevations
within the pond were high. Based on discussions with the mine representative, aquatic vegetation overgrowth has
partially clog the primary spillway. To ensure proper function of the spillway, the vegetation will need to be
removed. The mine representative stated the vegetation will be removed as soon as possible.

East Taylor Pond.
South Taylor Pit:

Four ditches associated with the South Taylor Pit were inspected. This included West Fork Taylor Ditch, East
Fork Taylor Ditch, Section 28 Ditch and Section 29 Ditch. Both West and East Fork Taylor Ditches are partially
constructed and only accept drainages from the West Taylor Fill currently. The ditches are heavily armored with
rip rap with no issues. Both Section 28 and 29 Ditches receive runoff from disturbance associated with the crest of
the southern highwall of the South Taylor Pit. The Section 28 ditch was walked along its entire length until it
drops off into native drainages. All ditches inspected associated with the South Taylor Pit were stable with no
issues.

The West Taylor Pond located below the Taylor Fill held water at the time of the inspection. The majority of the
water received at the West Taylor Pond comes from water intercepted by the underdrain of the fill and was
discharging. The pond embankment was well vegetated and stable. Section 28 Pond was also inspected. This pond
was dry with no issues.

Collom Pit:

Collom currently has five ditches constructed; D1, D2, D3, and D6. Each ditch was inspected. Ditches D1, D2 and
