EXHIBIT E RECLAMATION PLAN <br /> 1 . General Reclamation Plan <br /> The total disturbed area to be reclaimed under this permit is 116.0 acres out of the 156.7-acre <br /> permit area. Reclamation of the Ewing Gravel Pit will convert the site to a final land use of water <br /> storage ponds and rangeland. The land will be annexed into Fort Lupton and will be used as <br /> public open space. Reclamation will occur concurrently with mining. Final reclamation will be <br /> completed after mining has finished. The pre-mine land use is predominantly agriculture with <br /> some oil production areas and one residence. Rangeland exists along the South Platte River <br /> corridor. Surroundings land uses include agriculture, open space, and mining. Pursuant to Rule <br /> 6.4.5.2(b), the applicant evaluated the post-mine land use in regard to adopted state and local <br /> land use plans for this area and adjacent land uses. The proposed post-mine land use of water <br /> storage ponds and rangeland is compatible with the general agricultural character of the area. <br /> The permit and affected area of the site are 156.7 acres, not all of which will be disturbed and <br /> require reclamation. Approximately 116.0 acres will be disturbed. There will be 78.1 acres of <br /> water storage while the remaining area will be open space with roads and trails. Table E-1 <br /> below summarize the final land uses within the affected area upon completion of reclamation. <br /> Table E-1 Reclamation Areas <br /> Description <br /> Rangeland 37.9 <br /> Water Storage Ponds 78.1 <br /> Disturbed Area Total 116.0 <br /> Undisturbed Area 40.7 <br /> Total Affected Permit Area 156.7 <br /> Reclamation will occur concurrently as mining progresses through each pod. No more than 500 <br /> feet of highwall will be unreclaimed at a time. Mining slopes will be backfilled and graded to a <br /> maximum 3H:1 V slope. The slopes will then be compacted for stabilization and to prevent <br /> erosion. All portable facilities and equipment will be removed from the area. All berms will be <br /> flattened. The slurry wall will remain during and after reclamation. The pond slopes and any <br /> other surrounding disturbances will be topsoiled and seeded for revegetation. Topsoil will be <br /> replaced in a two-foot layer to restore the current soil profile. Revegetation will be completed <br /> using a native seed mix recommended by the Natural Resource Conservation Service. <br /> Revegetation efforts will be monitored following reclamation. The pits will be used for freshwater <br /> storage after they have been fully reclaimed and revegetated. The ponds must have a minimum <br /> of three feet of freeboard at all times. Wildlife fencing may need to be installed surrounding the <br /> reservoirs for reclamation. These will be installed by BURNCO at the request of Colorado Parks <br /> and Wildlife (CPW) or the City of Fort Lupton. <br /> Ewing Gravel Pit <br /> August 2023 E-1 Lewicki&Associates <br />
