The ditches and BMPs on the upper part of Gob Pile 2 appeared to be
functioning. Rills on the upper face of Gob Pile #2 have not significantly increased in size in recent months.

The DRMS inspector checked depth of coverfill material on the west and north sides of Gob Pile #3 t o check for
compliance with the reclamation plan, which requires a minimum of three feet of cover. Basil Bear dug four
holes with a backhoe, and the inspector used a tape measure. All holes (dug to the bottom of the coverfill) were
more than three feet deep, varying from 37 inches to 43 inches. Basil indicated that BRL will likely take some
material off of the deeper portions. He also indicated that he will have his surveyor check the depths again as they
progress with the task of spreading soil.

BRL completed the construction of a rock drain for the blowout on Gob Pile #4. The hole has been filled, and a
pile of rocks appears to be the lower end of the drain. A small roll of geotextile material was at the site. BRL will
submit an as-built drawing of this structure in a revision to the permit.

ROADS – Rule 4.03
Construction 4.03.1(3)/4.03.2(3), Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance4.03.1(5) and
(6)/4.03.2(5) and (6), Reclamation 4.03.1(7)/4.03.2(7):
The road to the portals was in adequate condition. The majority of slopes adjacent to this road were stable, with
exceptions noted in the Slides and Other Damage section of this report.

REVEGETATION – Rule 4.15
Vegetative Cover; Timing:
Thistle was seen on the hill above Pond F. On Gob Pile #4, the condition of the thistle indicated that it has been
sprayed to kill it.

SLIDES and DAMAGE - Rule 4.12:
It appears that slumps above Curve Number 6 along the Haul Road, above the B Portal bench, above Curve
Number 11, and above the road to the Utility Bench have not moved significantly in the recent past.

The slide above Curve Number 10 is an ongoing problem. Ditch C8 continues to be blocked. BRL is waiting for
it to dry out before performing work on the slope.
