RECEIVED <br /> 'JUL 19 2023 <br /> Rifle Gravel Pit #1 July 2023 <br /> Division of RPrlamation. <br /> Mining and Saftey <br /> 1.0 General Operation Information <br /> IHC Scott, Inc. (Scott) is applying for a Division of Reclamation, Mining and Safety (DRMS) <br /> Construction Material, Regular (112) Operation Reclamation Permit for the Rifle Gravel Pit <br /> #1. <br /> Scott (Applicant) is proposing to construct a new gravel pit in Garfield County, Colorado, <br /> approximately 1-mile northeast of the City of Rifle. The project would be a new <br /> development, located on the site of an existing mix of upland and formerly irrigated pasture. <br /> The Applicant is proposing partial development of the lot, with the intention of confining the <br /> pit infrastructure only to upland portions of the property (generally the eastern portion), and <br /> entirely avoiding direct impacts to jurisdictional wetlands and Waters of the United States <br /> (WoUS), located primarily on the western portion of the property. The proposed mining will <br /> occur over a three-to-five-year timeframe. <br /> The subsurface conditions are typical of gravel pits and aggregate mines in the Colorado <br /> River floodplain with the surface layers consisting of approximately 6 inches of topsoil, <br /> underlain by one (1) to seven (7) feet of alluvially deposited fine sediments (primarily silts <br /> and clays). This overburden covers between seventeen (17) and twenty-two (22) feet of <br /> alluvial gravels that are the target of the extraction operation.
