RECEIVED 'JUL 19 2023 Rifle Gravel Pit #1 July 2023 Division of RPrlamation. Mining and Saftey 1.0 General Operation Information IHC Scott, Inc. (Scott) is applying for a Division of Reclamation, Mining and Safety (DRMS) Construction Material, Regular (112) Operation Reclamation Permit for the Rifle Gravel Pit #1. Scott (Applicant) is proposing to construct a new gravel pit in Garfield County, Colorado, approximately 1-mile northeast of the City of Rifle. The project would be a new development, located on the site of an existing mix of upland and formerly irrigated pasture. The Applicant is proposing partial development of the lot, with the intention of confining the pit infrastructure only to upland portions of the property (generally the eastern portion), and entirely avoiding direct impacts to jurisdictional wetlands and Waters of the United States (WoUS), located primarily on the western portion of the property. The proposed mining will occur over a three-to-five-year timeframe. The subsurface conditions are typical of gravel pits and aggregate mines in the Colorado River floodplain with the surface layers consisting of approximately 6 inches of topsoil, underlain by one (1) to seven (7) feet of alluvially deposited fine sediments (primarily silts and clays). This overburden covers between seventeen (17) and twenty-two (22) feet of alluvial gravels that are the target of the extraction operation. Shallow groundwater, connected to the water table of the Colorado River, saturates the gravels, and is generally present throughout the project site at a depth of between one and one-half(1.5) and five (5) feet below the surface. Attachment A includes a set of drawings that depict information required as part of this DRMS 112 Permit, the Garfield County Land Use Permit, and other regulatory information. Note some information included in these drawings is specific to the requirements of Garfield County and other permitting agencies, in addition to the DRMS permit requirements. 1.1 Applicant/Operator IHC Scott, Inc.
