Rifle Gravel Pit#1 July 2023 <br /> The Official Zoning District Map of Garfield County designates the western portion of <br /> property as within the Rural Zone District(Garfield County Land Use and Development <br /> Code 2013 [LUDC 2013]). The following is a description of this Zoning District: <br /> • Rural (R). The Rural Zone District is comprised of the County's rural residential <br /> areas, agricultural resource lands, agricultural production areas, and natural <br /> resource areas. Uses, densities, and standards established for this zone district are <br /> intended to protect the existing character of the area from uncontrolled and <br /> unmitigated residential, commercial, and industrial use. The zone district provides for <br /> the use of natural resources, recreational development, rural residential, and other <br /> uses. Within the Rural District, the proposed mining use is allowable as an Industrial <br /> Use, and the post mining use of passive wildlife habitat is also allowable. <br /> Within the County Comprehensive Plan (Future Land Use 2030), the entire property is within <br /> the Residential Medium High Density (2 to <6 acres per dwelling unit) overlay, and the <br /> eastern half of the property is also included in the Silt Urban Growth Area. The following is a <br /> description of these designations: <br /> • Residential Medium. This would include small farms, estates, residences, and <br /> clustered residential subdivisions. The density of residential uses is one dwelling unit <br /> per six to 10 acres. <br /> • Silt Urban Growth Area. The eastern half of the parcel is within this area. County <br /> policies include consideration of the future land use patterns expected with the <br /> growth of the Town of Silt's development area. <br /> The proposed mineral resource extraction activities and the post mining conditions as <br /> passive open space are allowable within these adopted local land use plans and programs. <br /> 6.3 Implementation of the Reclamation Plan <br /> The plan and general schedule for when and how reclamation will occur throughout the <br /> mining phases is provided on Figure 14, Exhibit E1, Figure 16, Exhibit F1, and Figure 16, <br /> Exhibit F2 including extent, location, and sequence for reclamation. These exhibits also <br /> specify the final grading, seeding, revegetation and topsoiling. <br /> 6.3.1 Topsoil Segregation, Preservation, and Replacement <br /> The excavated topsoil will be used for berm surfacing during Phase 1 to support the <br /> revegetation of the site, with the excess stockpiled and stabilized with the upland seed mix <br /> applied to the berms for permanent stabilization, minus the locally-collected rabbitbrush <br /> seed component. Stored topsoil and growth medium will be replaced evenly to a depth of 4- <br /> 6 inches unless site conditions preclude this depth. Soils will not be worked when wet to <br /> avoid mixing, loss of topsoil, and potential erosion issues. Scott commits to decompacting all <br /> affected lands prior to topsoil application and seeding per Rule 6.4.5(2)(d). The temporarily <br /> disturbed areas outside and on the berms will be decompacted with a tractor and disc, as <br /> needed. The greenbelt will be decompacted using an excavator. <br /> The for-sale topsoil and overburden stockpiles will be rehandled as little as possible until the <br /> 60% mining condition is completed. Scott will obtain proper approval from the Board or <br /> Office prior to relocating topsoil and overburden stockpiles, if necessary. <br /> 6.3.2 Final Grading <br /> 40 <br />
