Rifle Gravel Pit#1 July 2023
5.2.2 Mining Preparation (Phase 2 [P2])
This section describes the earthmoving, mining preparation and size of the areas to be
worked during Phase 2.
• An Operations Pad, including storage, processing, and sales facilities (scale house)
will be constructed at the entrance to the project site. This Operations Pad will
include areas for the material stockpile locations, loading chute and processor, the
scale house, vehicle parking, and the minimal facilities needed for onsite staff
(portable toilets, water tank, work trailer) (See Figure 9, Exhibit C4). The buildings
on the Operations Pad will be temporary for the mining operations and will be mobile
and portable.
6.2.2.1 Mining Methods and Earthmoving
No mining will occur during Phase 2. The primary activities in this phase include the
construction of the Operations Pad, mobilization and placement of the heavy equipment,
temporary work trailer, screening and wash equipment, temporary vault-and-haul septic
trailer, and potable water.
This phase will also include the installation of the secondary containment structures
associated with the Spill Prevention, Control, and Countermeasure requirements for fueling
activities. There will be one (1) skid-mounted steel double wall fuel storage tank with a
capacity of 12,000 gallons and one (1) skid-mounted steel double wall fuel storage tank with
a capacity of 2,000 gallons. These tanks will have diesel fuel. Attachment A, Sheet 13
depicts the Spill Prevention Control & Containment(SPCC) Detail for these storage tanks.
Figure 9, Exhibit C4 depicts the location of these storage tanks on the Operations Pad
Area. Scott has an SPCC Plan that outlines the fueling and spill prevention practices. The
SPCC plan commits to complying with Rule 3.1.13 in the instance of a spill.
Size of Area Worked
The total size of area that could be involved with this Phase is 19.00 acres. The specific
areas associated with the Operations Pad include:
• Operations Pad area (estimate):
■ 1.86 acres
■ 2,999 CY (import fill, CDOT Class 6, - 1 foot depth)
• Processing area (screen, crush) (estimate):
■ 0.2 acres
• Stockpiling area (staging for processing) (estimate):
■ 0.54 acres
Equipment
This phase will use conventional earth moving equipment to grade, remove vegetation and
stockpile topsoil, including but not limited to a bulldozer, track-hoe, and a 35-ton haul truck.
6.2.2.2 Water Diversions and Impoundments
No water diversions or additional low water crossing work will be required as part of Phase
2.
28
